ALASKAN RAILROAD
The building of the Alaska railroad
by the government seems now to be
settled and as shown by the vote in
the senate it is not a political meas
ure, a big majority of the senators
voting for the measure regardless of
politics. The few voting against the
bill being both democrats and repub
licans. The measure was first recommend
ed by President Taft, and has since
ben recommended by President Wil
son. The opposition comes lorm
those who dread even the faint echo
of government owenerslnp of rail
roads. The Alaska situation is quite
different from that here in the states,
and what the government does in de
veloping Alaska cannot be taken as
a precedent in the United States
proper.
After the government builds this
road and establishes equitable rates
there the development of that coun
try will be assured and no special in
terest can contirol its building.

you think is of interest to the gen-

other instances might be cited, but
that is not necessary, the Commerc
ial Club may be an instrument of
much good and a majority of the
members are honestly striving to
make it so, but a few that are in
terested in themselves alone have of
ten times had too much influence:
The Hill line that has been surveyed
up through McMinnville, Dallas, Air
lie and on south will no doubt be
built in time, but might it not be pos
sible to get early action in the mat
ter if all of the business men of Dal
las would sign an agreement to give
their freight haul to the Hill road
if built at once, such contract to run
for one or two years, or again might
not Mr. Hill he induced to run a line
over here from Salem if this freight,
was given him and he was made to
know that he would get it f Past
experience with the S, P. R. R. shows
that it is useless to ask anything
from it on the grounds of fairness
or right, the only way to get anything
from that road is by coercion; if the
Hill line had not been built up the
valley the S. P. would hardly be
equipping their lines with electricity
now or in fact making any other im
provements, their policy for years
seems to have been to take everything
out of the country that the traffic
could bear and put nothing back in
return, but at points where the Hill
lines touch a wonderful change has
uated in Polk County. Oregon to

Several papers are running the
"hot wind" electioneering doap for
John Manning, one of the Democrat
ic candidates for governor, he seems
to have adopted a scheme that so
far is working fine, if all those who
like his plan and writo him as re
quested, he will be provided with a
splendid list of names to whom be
can address further "hot air". Of
course he has figured that there is
monev ready to finance such a vast
undertaking as he proposes and that
there will be plenty of applications
from good honest farmers who are
desirous of buying farms on time,
and that the state will not he injured
at all by going security for anyone
who might wish to try the plan out.
All candidates are accused of hav
ing .wheels in their heads, and if this
is true, Mr. Manning has no doubt
his share ,and has them well oiled
and in fast running condition.

Editor Observer:
I read with considerable interest
in your last issue, of January 20th,
the article signed "Reader" in re
gard to the Dallas Commercial Club,
also the answer to the same in your
issue of January 23rd. I realize as
suggested by the article of the 23rd
inst., that it is easier to knock than
it is to boost, but I do not believe
one is to be classed as, necessarily
a knocker because they offer sug
gestions, and anywny what would this
world be if it was not tor the, knock
ers. The knocker is just as necessary
as the booster and in fact if there
were no knockers, there would be no
boosters, hence if I may be allowed
the space I should like to make a few
suggestions, bearing in mind all of
the time that the Dallas Commercial
Club has done some good work for
which they deserve great praise, for
instance the work incident to the lo
cating of the Packing plant, their
present efforts to establish a cannery
and many other good things, but
should they on account of what has
been accomplished sit still and rest
on past achievements? I notice by
the Daily papers of January 23rd,
that the P. E. & E. R. R. is going
to run homeseekers excursions up the
valley so that prospective settlers
shall have a chanee to see all of the
varied industries, different kinds of
soil, etc., of the valley towns, making
short stops at each place visited, bur
nowhere do I see that any of the
trains are to visit Dallas, in other
words, for years the S. P. R. R. has
liscnminatied against Dallas and Dal
las business men notwithstanding the
fact that the monthly reports of the
S. P. R. R. Co., show that more
freight originates at Dallas than any
other station in the State of Oregon
with the exception of Portland, in
fact it is almost as much as any two
other towns in Oregon, excepting
Portland.
In view of the foregoing facts, and
t'hey are facts, doesn 't it seem as
though something was wrong some
where 1 About a year ago or such a
matter, it. was rumored that on
account of lack of room the S. P. R.
R. was going to build a new depot
at the foot of main street and what
was the result f A few selfish inter
ests got together and went to Port
land and entered a protest against
moving the depot, and as you know
the Company put an extension on the
present building, which is a disgrace
to any community, and let it go at
that, in other words the Commercial
Club has allowed a few self interest
ed members too often to run the af
fairs of the club in the interest of a
little group instead of in the interest
mepciul Club by a little negotiating
with Hill be able to change the sit
uation in Dallas It seems to us
that something might be done along
this line; it has been done in other
places and I would respectfully call
the atteniton of the Commercial
Club to the matter. Also it might
be well" to remind the members of
the Commercial Club that at the
time a delegation of the Club visited
headquarters of the S. P. R. R. in
Portland during the year 1913.
It was reported upon their re
turn from the Metropolis, that the
officers of the Company, had prom
ised that by January loth, 1914, the
Railroad would furnish Dallas with
improved train service in every way,
so there would be no further kick
coming fom the citizens of Dallas.
Was the Committee of the Com
mercial Club wrongly quoted or has
the S. P. failed to keep faith? We
are inclined to the latter belief and
it seems to us this matter might be
taken up by the Club with profit to
the community; a matter of this kind
when pushed by an organized body
will, often bring favorable results
where the efforts of single individuals
must fail. The Commercial Club is at
present, we understand, doing every
thing in their power to make a suc
cess of the coming County Fair for
next year and that is good, very
good, perhaps no other one thing
does more to call attention of the
public nt large to our immense re
sources, and in their work tor the
Fair the Club is deserving of the
help of every citizen that has the wel
fare of the County at heart, but there
is lots of other things to be done and
it does seem to us that one of the
greatest of these is the transporta
tion problem, and that the Commerc
ial Club if they will go after it in
earnest can do more than any other

Tour attention is directed to the
following changes made by the 1913
Session Laws relative to the payment
of taxes:
The County Treasurer is made col
lector of taxes until they become de
linquent on and after delinquency
the Sheriff is made collector thereof.
Taxes legally levied shall be paid
before the 1st day of April; provided
that one-half the tax on any particu
Iar piece of property may be paid
before April 1st and the 'remaining
half of such tax be paid prior to the
1st day of September following. On
such second half, however, the penal
ty of one cent per month is added af
ter April 1st.
No rebate is allowed. On all taxes
unpaid on and after April 1st a pen
alty of one per cent per month is
added.
All taxes remaining unpaid on the
1st day of September shall become
delinquent and there shall be charged
and collected a penalty of 10 per cent
and interest at the rate of 12 per cent
per annum from date of delinquency
until payment is made. On and after
October 1st Hie Sheriff shall issue
certificates of delinquency bearing
interest at the rate of 15 per cent.
Tax rolls will be in the hands of
Treasurer for collection of taxes on
or about February . 12th. Definite
announcement will be made later.
Remember that to avoid the penalty
payment must be made before April
