DALLAS, OHEGON, JUNE 10, 1910 The way to build up Dallas is to pat ronize Dallas people. HALF-BAKED LAWS. One of the most objectionable feat ures of the Direct Legislation sys tem in Oregon is that it cumbers the statute books with illy-considered, half-baked laws. Under the workings of this system, the people have no power to alter or amend a law, and it must be accepted just as it emanates from the Oregon City factory, or else be rejected in its entirety. A propos ed law mav contain much that is pood and desirable, but connected with it may bo found a few features which, are undesirable, if not wholly vicious. Under the initiative system, the peo ple must either swallow the bad with the good, or reject the whole dose. Visitors are not admitted to the U'Ren law factory. No one save the dozen or so members of the Progress ive Power. League knows what is be ing done there. These self-appointed guardians of the state meet in secret and prepare sueh laws and Constitu tional amendments as suit their pe culiar whims or fancies, and the first knowledge the voter has of their do ings is when a bewildering number of still more bewildering laws arej sprung upon him nt the polls. No time is given for intelligent considera tion or investigation. No voter not een the most astute lawyer could wnde through such a confusing muss and formulate any intelligent opinion on it in the few days intervening be tween the time he receives sample copies of the proposed laws from t lie Secretary of 81 ate 's office and the day of election. No one is called into in Dallas well-nigh perfect, and this improvement it is hoped the company may see its way clear to grant at no distant date that is, a changa m the switchboard arrangement Ihut will make it possible to dispense with one set of instruments in the offices and homes of subscribers. The mainte nance' of two telephones is little less than a nuisance, and any change that will make it possible to do ail talking with one instrument wilt be hiuieil with joy by every patron of the company. By consolidating the two central oflices, the Dallas telephone company has taken a long step in the nyiit cli- ection. A further improvement; that will make it possible to dispense with one instrument is all that is needed to win the appreciation and lasting giatitude of every phone user in the citv. ' OREGON'S GREAT NEED (Continued from Page One) AN ABLE ADDRESS. Perhaps no more able argument has been, or will be presented, in favor of a Constitutional Convention than that contained in the address delivered by ir., n xr nr A -n,,,,. l.,,f,,ra tha Ore. gon Bar Association in Portland last erau,e, m,"'oer month. Having made an exhaustive study of the Constitutions of the sev eral States, as well as the Constitu tion of the United States, and being thoroughly familiar with existing po litical, commercial, social and indus trial conditions in his home state, Speaker McArthur's conclusions as to the need of a revised Constitution for Oregon are to be commended to the earnest consideration of every voter. In addressing the Oregon bar, Mr. McAi'thur asked that it be distinctly understood that his appearance before that body was not as a representative of the State administration, with which he is at present connected, but rather as a member of the Legislature that passed the bill calling and au thorizing a Constitutional conven tion. As the people of Oregon will bei called to pass upon this bill at the coming .November election, the Obser ver believes that Mr. McArthur's ad dress will prove helpful and instruct ive to every voter, and that the light thrown upon a little-understood, but vitally-important, public need will lead to further investigation and con sideration by the electorate and thus rr-sult in a well-considered and safe de cision at the polls in November. For this reason, the address will be printed in full in the columns of this news paper. CAN ONLY RECOMMEND. Certain noisy critics of party as sembly declaim as if the Republican assembly next month will select all the candidates for nomination and as if other candidates will be barred out. But Republican voters are not so stupid. as to be misled by this false by the electorate was required for the adoption of constitutional amend Oregon's Constitution Disregarded. It can thus be seen that the present constitution of Oregon i practically abandoned, for it is wholly at the mer cy of a single initiative petition and may be amended or abolished by a plurality vote at any election. The var ious amendments that have been add ed to the otate constitution since 1002, together with the present lax system of amendment, warrants the statement that our present Constitu tion is practically a dead letter, and in addition to this it may be said without fear of successful contradic tion that a majority of the provisions of this antiquated document are being violated every day. rouv proposed amendments were submitted to the people by the last Legislature and the Initiative will furnish another batch at the coming election. If any consid- of these proposed amendments are adopted, our Consti tution will bear a still greater resem blance to a crazy quilt than it does at the present time. Unless some check is put upon the present system of amendment, every election will bring forth its harvest of initiative amend ments to be voted upon by the people. These amendments are and have been proposed at haphazard fashion, with out any definite plan or purpose, to sat isfy the demands and whims of self- appointed law-makers. As the frag ment ot our organic law now stands, it is without plan or purpose, without uniformity, full of contradictions and provisions that are null and void be cause they are in conflict with the Federal Constitution. A constitution is supposed to be an instrument de signed to protect minorities, to guar antee certain rights and to insure a republican form of government. Does the Oregon Constitution do any of these tilings f Under its present pro visions, is mere any guarantee or a republican form of government 1 The only Constitutional Protection enjoyed by the people of this State today lies in the Federal Constitution. But as that instrument bears only indirectly upon important questions such as the Habeas Corpus, the Bight of Trial by Jury, Etc., it is quite evident that in all the ordinary matters of govern ment, the people of Oregon are prac tically without Constitutional Protection. U'Reu and his little baud of collaborators and fellow-conspirators want no suggestions or advice from same as other candidates; the several aspirants for nomination will appear in alphabetical order without regnrd to recommendation either of assembly the people. They want nothing to in-or of other bodies of citizens; regis- tcrfere with their revolutionary-New Zealand-Swiss fads. U 'Hen's method of getting his visionary theories en acted into laws reminds one of an old game we played in childhood days "upen your mouiu and shut your eyes, and I'll give you something to make you wise." ' From whence comes the demand for all this new nud revolutionary legisla tion T Certainly, not from the people, for the U'Ren measures invariably come in the nature of a complete sur prise to the voters. Of the vast num ber of Constitutional amendments pro posed to be made at the polls next November, every one, so far as the writer knows, emanated from the U'Ren headquarters in Oregon City. Is it possible that the intelligent and progressive citizenry of Oregon, so ca pable of managing its business along all other lines, does not know what it needs in the way of legislation? Surely, (here cannot be any crying demand for a law on some suhject of which no voter has ever heard, or to which lie win never give a passing thought, until he finds the title of the proposed act staring at him from his ballot when lie takes his place in the voting booth. And right in this connection, atten tion might bo called to one of the tricks of the U'Ren trade the prep aration of catchy titles for measures submitted to the people. The attract ive title is always the sugar eoatiny on the U'Ren pill. Tiike, for in stance, the socalled ' Corrupt Prac tices'' Act. With nil due rcsiect to the intelligence of the Oregon voter, the Observer feels safe in saying that not one man in a hundred was familiar nn me nrovisions oi this bill when tered Republican voters will cast their nominating ballots for the men of their choice; the voters will not be driven like cattle nor compelled to swallow any "dose. Democrat's and their U'Ren-Bourne J ullies will not profit their political schemes through falsehoods about as sembly and primary. The truth is that candidates or the assembly will appear on the primary ballot in the same way and on equal terms with all other as pirants for party nomination. Voters will then choose the men they want for Republican nominees. Assembly candidates will be vouch ed for by the testimonials and the recommendations of a representative body of more than 1200 Republicans, in addition to the thousands f Re publicans who will sign their primary petitions. The people are to judge whether these recommendations shall be worth considering. The Orogoiiian believes they will win approval of 'lie Republican electorate. It has reached a pass in Oregon polities where' nspirants for olli'V should be examined by a body of rep utable citizens as to their fitness for the public service. These citizens should not belong to one class of busi ness, or trade or industrial interests; they should be comprehensive of i lie wnolo voting population willuu a o lilicnl party. Republicans il! hold an assembly fully representative of every locality within the state to study the qualifications of seekers of office and to report to the people the results of their lindiugs. Then the jieople may accept or reject, as they please. If there were no primary after the assembly, then the false aliirm of (he i.ssenilily foes might lie genuine. In Large Crowds Attend Two Days' En tertainment at Oak Grove. OAK GROVE, Or., June 0 The Farmers' Institute and Sports Carni val held here last Friday and Satur day attracted large crowds from the surrounding neighborhoods. The ex ercises were carried out according to program and was greatly enjoyed by all. An excellent literary and musical program was given on Friday morn ing. Sports and amusements enter tained the visitors during the entire afternoon. In the evening, a lecture on "Dairying" was delivered by Pro fessor F. h. Kent, of the Oregon Agri cultural College. Saturday was devoted to the Farm trs' Institute, the program being in charge ot instructors trom the Agn cultural College. Members of the fac ulty present were Dr. James Withy combe, Professors Kent, Peck, Scud- der and Bradley. Many subjects of interest to farmers were discussed and much valuable instruction derived. A slereoptican lecture on Saturday even ing closed the two days' entertain ment. The promoters of the O.ik Grove picnic feel highly encouraged over the success of their efforts aud already a bigger and better picnic is being plan ned for next year. Frank J. Warren Dunn was kicked by a horse and painfully bruised last Tues day while hitching his team. Order ing one of the horses to stand over while he attached the tug, and the or der not being obeyed, he gave the ani mal a slight kick. The horse came back at Mr. Dunn with a kick, strik ing him in the side. No rilis were bro ken, but the injury was severe enough to lay hun up tor a dav or two. The authorities of the Oregon Agri cultural College have decided to breed the two handsome imjiorted Kelgian n.nres belonging to that institution to the big Belgian stallion, Louis de Mon- crcau, owned by the Dallas Belgian Horse Company. These mores are large chestnut roans, weighing over 1800 pounds each, and were imported from Belgium by H. C. Campbell, a well-known Port land breeder. It has been the policy of the Ore gon Agricultural College to breed its mares to the best horses on the Coast, and the selection of the horse, Louis le Moncreau, is a compliment to the pure-bred livestock interests of Polk County. Louis de Moncreau is one of the best Belgians ever imported into this country and his owners are more than satisfied with the attention which he is receiving from breeders this year. l'or Sale.
