MEASURE DESERVES DEFEAT Correspondent Clearly Points Injustice of Proposed Land Tax Law. Out HAS HE CHANGED HIS MM)? There Is one very noteworthy differ ence between Mr. Cake and Mr. Fulton Mr. Cake favors the election of United States Senators by popular vote, and is willing to leave his candidacy In the hands of the people. Mr. Fulton was once of the same notion, or, at least, he so declared himself. That was just after the election of Mr. liourne and Mr. Mtilkey by the Legislature. Jiut It would appear that Mr. Fulton is no longer willing to abide by the people's choice, or even the itt-publlcau choice. A few days after the Legislature had ratified the choice of Bourne and Mul key, Mr. Fulton gave out an Interview in which he declared tbat be would go before the people for his re-election In 1908, and that he would abldo by the result. Ho must have been of tlio same mind a few months later, when, In Corvallls, he stated positively that If he should be defeated at the prl maries, he would withdraw from the race and not portnlt the farther use of his name. It would seem possible, however, tbat the Senator bus changed his mind, If the papers quote him oorrectly, for when asked a few days ago If he would still strive for the offloe If beaten in the primaries he Is reported to have answered: "I am making no statements at tbis time." How much bettor It would have sounded had be come right out and manfully declared that, If defeated at the primary, he would loyally support the successful Republican candidate for election In Juno. That is what every Republican will have to do, If the party would hope to defeat the Democratic candidate. It Is what Mr, Fulton will expect his party to do for him, If he Is nominated, and It is what he should be willing to do for his opponent, should tbo luttor be success ful at the primary. oureiy, jur. Fulton would not be willing to carry his candidacy Into the legislature, should another Republi can be chosen at the primary and ludorsod by the people In June. The Ousbbveb Is not au admirer of the Senator, but it cannot believe that he would eveu think of pursuing such a course. Coriw;niently, if he 1b desirous of seeing his party success- Tul in electing a Senator; if he would hope for tbut sume loyal support it) the evont of his nomination that ho should be willing to give to another of bis party, If chosen for its standard bearer; If he would promote that har mony which all true Republicans desire, and which will bo ueoessary if the party Is to win lu June, ho will no longerpermittho statement attributed tohlm by the Washington correspond ent to stand uncontradicted. The Independence canurry stilmcrip tion has reached uX)0, and is mill growing. Tbo furnu rs living around the town aro taking u lively Interest In the project and are subscribing M erai sums in addition to the umoim raised among tlio business men. Th success of the enterprise I i assured. The Republican convention held in Aiarion county to nominate or "recoiii mend a county ticket adjourned with out talcing Biieli action. Snator Tom nay poured some hot shot Into the meeting when be declared that the Ulrect primary law was etiaiiisl I,. He pointed out the inconsistency of indorsing the la and, at the same convention, violating nm provisions. such a course, be declare,!, wouj ouiy CMllm frK.t, and divide the Koput.llean vote of the county. There were enoueh level headed delegates like Senator Kay to wirry me day, and the convention adjourned without putting out ticket John Iiayn, a prominent Salem attorney, transacted business at the courthouse, Tuesday. An amendment to the constitution of Oregon has been pro posed, and Is to be voted on at the June election, that should receive the atten tion of the voters. The amendment referred to is the one proposing place all the expense of state and county government on laud, and exempt all other kinds of property from taxation. Plausible argument favoring it is being wtitten and sent out to voters, but the answer to it all is simple. There are at least one hundred cases In court involving rights to personal property to everyone where real estate is involved. All of the criminal cases are either invasions of personal secur ity, or arise from injury to, or aspor tation of, personal property. So that almost all of the expense of maintain ing our courts Is necessary on accoun of tho litigation over questions where the rights to personal property, in some form, are involved ; yet it Is pn po3d to make the land alone pay the expense. It is claimed by the advocates of the single tax that any other form of tax atlon la a tax on labor. Does not any man know that, in its Unal analysis. even land itself derives its commercial value from luborl To the practical man, purely academlo discussions have no more place In business affairs man uo the eluborate discussions of the theologians of the Sixteenth Cen tury on the question of how many souis coma balance on the point of a needle. It Is alsoclaimed,(and here is where thesingle-tax theorist grows eloquent,) that a tax on land alone would be so burdensome on the landholder that he would be forced to sell his holdings I admit that the tax would be burden some, but I deny that he would soil. He might abandon, but he would not soli and for a very simple reason. He would have no purchasers. Who would buy It if It was taxed so no one could hold? Mr. Sinorla Tar - o-- 1 J .1 prove too muoli. Again, if tho argument that lan would become cheap be true, then th raw or taxation would be Increased and that again would reduce the nrlnn mus increasing the rato until the commercial vulue of the lund would be reduced to nothing. Then no one could sen, for no one would buv thing worth nothing, and tho holding wouiu remain where they ore. Then wun no cash value to the lund, there wouiu be no basis of assessment, nnd with the proposed amendment made n part or our constitution, there would ue no property to tax. How would the government be run then? Tf l.n nnn I.I U..I.1 l . uuiuu iiom tunu. uoci ii hp taxed out of existence, how could the county oolloct Its taxes? Tho land ownor could refuse to pay. Thou what would nappen? The court would order a sine or the land. Now just lumulnn .... .. - o mo condition: The Sheriff would .luYciwso unit no would sell ut the courthouse If he stated what would men ue common knowledge, ho would say : 'Gentlemen, I now offer for sulo a piece of proporty that, if vou should own u, win oo so burdened with tuxes mat you cannot sell It, nor keep It. i no commercial value of this land Is noming. Now, how much urn I ;.IV.......lJ't T . ,, wniur u uuidors. The county "hj ii in aim cuncels tho tax. Nnw Me Uln,il.. 'l , 1 ........nnm iU wnai can, or win, the county do? The land Is not money, and it will not sell for money. If your amendment produces the result you claim for It. If It will not operate to red uee tho price of land to nothing, what will it do? The whole theory of Henry George, the originator of the Idea of land ulono eurrvinir the govern iti-mt, Is predicated of the fundamental law before giving it bis sanction. If he doubts its wis dom, he should vote "no." GLEN O. HOLM AN. For County Judge. J. G. VanOrsdel, candidate for County Judge of Polk County, Oregon, on the Democratic ticket, to be voted for at the primary on the 17th of April, 1908, submits the following platform : First. I will advocate good roads and a fair distribution of the road tax It Is not just to collect taxes from the outlying districts, and not give the taxpayer bis share of the road work to make it more convenient for him to reach market. Second. No waste of public money ; strictest economy consistent with a good administration of county affairs; a square deal and good treatment for every one. Third. I will try, if nominated and elected, to work in harmony with the County Commissioners so far as I think is for the good of the people. Fourth. Should the voters of Polk County decide that I am the proper person to 1111 the office of County Judge, I will give to the management of the business of the County the same energetic and careful attention that I have given my own business. Fifth, I believe in the Direct Pri mary. I think this is one of the agencies in the hands of each elector to bring the government nearer to the people, and take it out of the "boss rule," giving us "a government of the people, by tho people and for the people." I will say In conclusion that I served the people of this county from 1898 to 1902 as sheriff, and you can look into my record, and if found wanting, you can turn me down the same as you should any man that was faithful In his trust.
