There Is one very noteworthy differ
ence between Mr. Cake and Mr. Fulton
Mr. Cake favors the election of United
States Senators by popular vote, and
is willing to leave his candidacy In the
hands of the people. Mr. Fulton was
once of the same notion, or, at least,
he so declared himself. That was just
after the election of Mr. liourne and
Mr. Mtilkey by the Legislature. Jiut
It would appear that Mr. Fulton is no
longer willing to abide by the people's
choice, or even the itt-publlcau choice.
A few days after the Legislature had
ratified the choice of Bourne and Mul
key, Mr. Fulton gave out an Interview
in which he declared tbat be would go
before the people for his re-election In
1908, and that he would abldo by the
result. Ho must have been of tlio
same mind a few months later, when,
In Corvallls, he stated positively that
If he should be defeated at the prl
maries, he would withdraw from the
race and not portnlt the farther use of
his name. It would seem possible,
however, tbat the Senator bus changed
his mind, If the papers quote him
oorrectly, for when asked a few days
ago If he would still strive for the
offloe If beaten in the primaries he Is
reported to have answered: "I am
making no statements at tbis time."
How much bettor It would have
sounded had be come right out and
manfully declared that, If defeated at
the primary, he would loyally support
the successful Republican candidate
for election In Juno. That is what
every Republican will have to do, If
the party would hope to defeat the
Democratic candidate. It Is what Mr,
Fulton will expect his party to do for
him, If he Is nominated, and It is what
he should be willing to do for his
opponent, should tbo luttor be success
ful at the primary.

the Editor.) An amendment to the
constitution of Oregon has been pro
posed, and Is to be voted on at the June
election, that should receive the atten
tion of the voters. The amendment
referred to is the one proposing
place all the expense of state and
county government on laud, and
exempt all other kinds of property
from taxation. Plausible argument
favoring it is being wtitten and sent
out to voters, but the answer to it all
is simple.
There are at least one hundred cases
In court involving rights to personal
property to everyone where real estate
is involved. All of the criminal cases
are either invasions of personal secur
ity, or arise from injury to, or aspor
tation of, personal property. So that
almost all of the expense of maintain
ing our courts Is necessary on accoun
of tho litigation over questions where
the rights to personal property, in
some form, are involved ; yet it Is pn
po3d to make the land alone pay the
expense.
It is claimed by the advocates of the
single tax that any other form of tax
atlon la a tax on labor. Does not any
man know that, in its Unal analysis.

that a tax on land alone would be so
burdensome on the landholder that
he would be forced to sell his holdings

some, but I deny that he would soil.
He might abandon, but he would not

would have no purchasers. Who
would buy It if It was taxed so no one

result you claim for It. If It will not
operate to red uee tho price of land to

it bis sanction. If he doubts its wis
dom, he should vote "no."

J. G. VanOrsdel, candidate for
County Judge of Polk County, Oregon,
on the Democratic ticket, to be voted
for at the primary on the 17th of April,
1908, submits the following platform :
First. I will advocate good roads
and a fair distribution of the road tax
It Is not just to collect taxes from the
outlying districts, and not give the
taxpayer bis share of the road work to
make it more convenient for him to
reach market.
Second. No waste of public money ;
strictest economy consistent with a
good administration of county affairs;
a square deal and good treatment for
every one.
Third. I will try, if nominated and
elected, to work in harmony with the
County Commissioners so far as I
think is for the good of the people.
Fourth. Should the voters of Polk
County decide that I am the proper
person to 1111 the office of County
Judge, I will give to the management
of the business of the County the
same energetic and careful attention
that I have given my own business.
Fifth, I believe in the Direct Pri
mary. I think this is one of the
agencies in the hands of each elector
to bring the government nearer to the
people, and take it out of the "boss
rule," giving us "a government of the
people, by tho people and for the
people."
I will say In conclusion that I
served the people of this county from
1898 to 1902 as sheriff, and you can
look into my record, and if found
wanting, you can turn me down the
same as you should any man that was
faithful In his trust.
