All newspapers are affected alike by thla ruling and are compelled to Submit to it. Under this ruling, newspapers are allowed until the first of April of this year to clear up the arrearages of their subscribers. If such arrearages are not paid by that time, such subscribers must be cut off the mailing list. We regret that we are compelled to send out statements to our subscribers at this season of the year, but the rul ing of the postal authorities is impera tive and must be complied with. This is a matterover which we bave no con trol, and we shall regret to take any names from our mailing list oo account of it, but under the existing circumstances it rests entirely with our subscribers whether we shall be com pelled to take such action.
