■ W e are in receipt of the statutes of Oregon relating to public health ami rules and regulations of the Oregon State Board of H ealth, from which we take excerpts for the inform ation of our readers. T his is published in pam phlet form by State Printer Dunniw ay w ho has our thanks for a copy. It shall keep the vital statistics of the state, and m ake sanitary investigations and inquiries respecting the causes and prevention of diseases, especially of epidemics, including those of domestic anim als. It shall study the causes of mortality, and the effects of localities, employments, conditions, food, beverages, habits, and circum stances of the health of the people. It shall tuake, aud is hereby empowered to enforce, such q uarantine regulations as seem best for the prevention of the public health, aud it shall be the duty of all police officers, sheriffs, consta bles aud all county officers and em ployees of the state, to enforce such regulations, subject to the au tholity of the health officer. The board shall meet annually at Salem, and shall also hold special meetings when and where the board m ay provide, as frequent ly as the proper and efficient dis charge of its duties may require. Three shall constitute a quorum for the transaction of business. It shall elect, from its own number, a president, and may adopt rules and by-laws, subject to provisions of this act. It shall have authority to send its secretary, or a com m it tee of the board, to any p art of the state, when deemed necessary, to investigate the cause of any u n usual disease or mortality, or es pecially dangerous diseases. At its first meeting, or as soon thereafter as a com petent and suit able person can be secured, the board shall elect a secretary, who shall, by virtue of election, become a member of the board and its e x ecutive officer, and his official title shall 1 m .' known as State H ealth Officer, who shall be a regular graduated and reputable physician. T he secretary shall hold his office so long as he shall faithfully dis charge the duties thereof, and may be removed for just cause at a reg ular or special meeting of the board, a m ajority of the members voting therefor. He shall perform the duties prescribed by this act, or required by the board. He shall keep a record of the transactions of the board, shall have the cu s tody of all books, pa|>ers, docu m ents, and other property belong ing to the board, which may be de posited in his office. He shall, so far as practicable, com m unicate with the other state boards of health, and with the county boards of health within the state: shall keep and file reports received from such boards, and all correspond ence of the office appertaining to the business of the board.
