WILL BOOST JETTY Congress Likely to Mdke Work totillnoirif Contract. BURTON WOULD RUSH PROJECT No Appropriation Made Unless He commenced by Engineers Ce hlo Canal Will Get Cash. Washington, lf-. iM. The river and harbor hill will Is- reported to the house of repi eselttat i ves about January 11 and will pass that Isnly the same week. The committee on rivers and harbors bin 'list ribulcd th(; proposed i items to siib-committccH ami on I'eccm- jlicr.'il the whole committee will get to gether mid Is-gin the actual framing of the hill. It will probably take two week- to perfeft the measure j In formulating the bill the house committee will strictly obhcrve its rule to make nt appropriat ion for any pro ject, that has not Is-en recommended by the chief of engineers ami approved by the engine-! board of review. These 'ollicialx in turn will recommend no ap propriation unless the project has been surveyed ami endorsed by the local en gineers. There will be absolutely no divergence from this practice ami all ulales will fare alike. In like manner t he committee w i 1 1 recommend no ap- 1 propi iat ions in excess of the amount estimated by the engineers, but. in most (instances will materially cut theseesti inales. I This Is-ing the case, the committee will under no circumstances nx-oiun-tneiid more than f,UMI,0u(J for the inoiit h of the 'ulumbia river nor more than JT.'iU, 1)01)1 for the Celilo canal. j Indeed, in view of the very heavy de mand fur appropriations coming from all paits of t lie country, it will Ihj very remarkable if the committee authorizes appropriations as large as rix-ommemlfKl by the engineers. There is a probabil ity that the improvement of the mouth of the Columbia river may Is made a continuing contract ami, if that is done, it is as g's-l as'a ea.-h appropiiatinti, in that it insures continuous construction until the south jetty is completed. Then- is little nr no liklihood that the Celilo canal will It- made a continuing contract in the forthcoming bill. I Over I.L'imi sepaiate appropriations have ls-en asked for by the delegat ions from the various states; tin. bill as reported will probably contain 400. Naturally with this heavy cut, part of it must Is- exjKctil in Oregon and Washington. EIGHT PASSENGERS KILLED. Passenger Train in North Dakota Hits Switch Engine. St. I'iiuI, Icc. L'4. Twenty seven were seriously injured and it is likely that the death list will U' added to. .Ml of the fatalities occurred in the smoking car, which was completely telcseojK'd by the baggage car, ami only two of the occupants of this car escaped injury. The wreckage took fire from the over turned stoves used in heating the cars and there was a race between the res cuers ami the flames. Py almost super human efforts the rescuing party man aged tti tight off the tlamcs until all of the dead anil injured had been removed from the wrecked cars, which then were allowed to burn. Much Kiprrlrd from the I'ropoaed Kii-amlltui of llfrt'ul-iirum. livery ar'-hatsdoglst und student of tht arts and literature of the ancient world will hope for the realization of the extiectatlon that a way has Ist-n found to overcome Italian objections to the excavation of Ilerciiliuieuni. These objections, based on a proud reluctance to have the development of Italian an tl'piitles made a matter of foreign In tervention, have heretofore seemed to he as formidable as those presented hy the lack of funds mid by the compact concrete In which the ancient Komail city Is Imbedded. If the first-named ob stacle has been softened hy tact and diplomacy the modern world of learn ing and of science can be depended upon to furnish the solvent fur the oth ers. The world's especial interest in the buried treasures of llerculaneum has Its explanation In the circumstances of the disaster which overwhelmed the city and In the character of the people who lived In It. The little excavation that has ls-en done, rendered extremely UitJlcult by the existence of a modern city alsive the buried one and from the nature of the material Itself, has proved that llerculaneum was hy no means another Pompeii. The latter city was commercial chiefly. It has yielded to the explorers valuable treas uresbut it must be remembered that Its fate and that of its sister city dif fered in that llerculaneum was buried far deeper and lu a material that ef fectively prevented the immediate un covering and ransacking of the ruins', which In the case of Pompeii accounts for the removal of all household uten sils and the majority of the works of art and of contemporary literature. Moreover, llerculaneum was the fash ionable summer resort of wealthy Ko niatis, not merely a provincial commer cial town. There Is field for fascinating simu lation as to what treasures the still burled city may contain. In the sin gle house that has been opened no few er than 1,710 manuscripts were recov ered. These were the collection of a specialist In Epicurean philosophy and In so far not cs'ieclally valuable to the modern student, hut the probability that the villa libraries still fast in the cemented mud of Vesuvius may contain many of the lost works of ancient writ ers makes the quest unique. The find ing of the lost lyrics of Sappho. Al caeus and Simonidos or the tragedies of Phrynlchus, of whom Aristophanes speaks, or the comedies of the rivals of Aristophanes himself, Cratinus and Amelpslas, or of lost histories of tireeec and Koine, Is a txisslliillty and lends a zest to the labors of Prof. Wald steln and those w ho have worked with him to bring about the opening of tho buried city. Ky a decision of the Supreme Court of the State of Washington legal authority upholds the efforts of school ollicials to check the abuse of secret fraternities and societies in public high schools. A local board had forbidden pupils to join a se cret fraternity, and us a penalty for dis obedience denied to offenders certain priv ileges in the social life of the school, Imt did not limit in any way the essential educational rights. Action was brought in behalf of the fraternity to restrain the school hoard from depriving the pupils if thesi' privileges. The trial court denied the application for an injunction, and the Supreme Court sustained the denial. Tho court says that the evidence "over whelmingly establishes the fact that such fraternities do have a marked Influence on the school, tending to destroy gootl or der, discipline and scholarship. This be ing true, the board is authorized, and it is its duty, to take such reasonable and appropriate action by the adoption of rules as will result in preventing these influences." The St. Paul board of education has approved the suggestion of Supt. Heeter in favor of corporal punishment, to be administered only by the principal of the school after permission in writing has been obtained from parents or guardian.
