across, into, or over which the lines of
said companies extend, the said state
hoard of tax commissioners shall multi
ply the value per mile as above ascer
tained of t he several main ainl branch
lines by the nuhiiicr of miles of such
main ;'.nd branch lines in each of the
coin:, it s aforesaid, as reported in the
statements made by t he said companies,
or as otherwise ascertained and determ
ined bv t he said board.

ity that the improvement of the mouth
of the Columbia river may Is made a
continuing contract ami, if that is done,

that it insures continuous construction
until the south jetty is completed.

Celilo canal will It- made a continuing
contract in the forthcoming bill.

Pioneer Press from Knderlin, N. 1.,
says:
Loaded to its full capacity with
people going to their homes in the Kast
to spend the Christmas holidays, the
south li,nnd train on the Minneapolis,
St. Paul i'i Sault Ste. Marie crashed
into a switch engine at the west end of
the railroad yards at this place at 2:10
o'clock Sunday morning.
l'.ight men were killed outright ami
one has since died of bin injuries.
Twenty seven were seriously injured
and it is likely that the death list will
U' added to.
.Ml of the fatalities occurred in the
smoking car, which was completely
telcseojK'd by the baggage car, ami
only two of the occupants of this car
escaped injury.
The wreckage took fire from the over
turned stoves used in heating the cars
and there was a race between the res

buried treasures of llerculaneum has
Its explanation In the circumstances of
the disaster which overwhelmed the
city and In the character of the people
who lived In It. The little excavation
that has ls-en done, rendered extremely
UitJlcult by the existence of a modern
city alsive the buried one and from
the nature of the material Itself, has
proved that llerculaneum was hy no
means another Pompeii. The latter
city was commercial chiefly. It has
yielded to the explorers valuable treas
uresbut it must be remembered that
Its fate and that of its sister city dif
fered in that llerculaneum was buried
far deeper and lu a material that ef
fectively prevented the immediate un
covering and ransacking of the ruins',
which In the case of Pompeii accounts
for the removal of all household uten
sils and the majority of the works of
art and of contemporary literature.
Moreover, llerculaneum was the fash
ionable summer resort of wealthy Ko
niatis, not merely a provincial commer
cial town.
There Is field for fascinating simu
lation as to what treasures the still
burled city may contain. In the sin
gle house that has been opened no few
er than 1,710 manuscripts were recov
ered. These were the collection of a
specialist In Epicurean philosophy and

that the villa libraries still fast in the
cemented mud of Vesuvius may contain
many of the lost works of ancient writ

Ky a decision of the Supreme Court of
the State of Washington legal authority
upholds the efforts of school ollicials to
check the abuse of secret fraternities and
societies in public high schools. A local
board had forbidden pupils to join a se
cret fraternity, and us a penalty for dis
obedience denied to offenders certain priv
ileges in the social life of the school, Imt
did not limit in any way the essential
educational rights. Action was brought
in behalf of the fraternity to restrain
the school hoard from depriving the pupils
if thesi' privileges. The trial court denied
the application for an injunction, and
the Supreme Court sustained the denial.
Tho court says that the evidence "over
whelmingly establishes the fact that such
fraternities do have a marked Influence
on the school, tending to destroy gootl or
der, discipline and scholarship. This be
ing true, the board is authorized, and it
is its duty, to take such reasonable and
appropriate action by the adoption of
rules as will result in preventing these
influences."
The St. Paul board of education has
approved the suggestion of Supt. Heeter
in favor of corporal punishment, to be
administered only by the principal of the
school after permission in writing has
been obtained from parents or guardian.
