If you would not be in favor of either one of these plans, would you favor appropriating di-' rectly out of the United States, treasury, and taxing our people; ior all public improvements in Porto Rico? The terms of this 15 per cent bill provide that it is only to extend two years, until such time as the inhabitants can recover from the recent storm devastations, and the coffee and other crops be available so they will be able to bear the expense for their own I public improvements.
