2A | FEBRUARY 27, 2020 | COTTAGE GROVE SENTINEL On The Record Comm. Bozievich issues resolution on ‘Cap and Trade’ bills Lane County Commis- sioner Jay Bozievich issued a personal resolution op- posing Senate Bill 1530 and House Bill 4176 the Cap and Trade legislation Mon- day, arguing that both bills violate principles adopted by the Lane County Board of Commissioners and the Association of Oregon Counties, of which Lane County is a dues-paying member. “This legislation is go- ing to harm my district and take funds away from our roads department,” Boziev- ich said. “I am hoping that my fellow commissioners will follow my example and adopt a personal resolution because it is not possible to adopt one as a board due to our schedule.” According to Bozievich, SB 1530 and HB 4167 create a system of taxing carbon emissions that leaves the spending of those proceeds up to future legislators. In addition, Bozievich said the legislation would take funds generated from taxing transportation fuels and divert them from the Highway Trust Fund, al- lowing them to be spent on non-transportation spend- ing. Bozievich also said that the bills do not provide for any funding to local governments to alleviate increased costs due to the legislation. “Both SB 1530 and HB 4167 are not transparent and include provisions to exempt financial and oth- er information from pub- lic records requests,” said Bozievich. “In addition, they both include unneces- sary emergency clauses that take away the citizens’ dem- ocratic right of referral.” The West Lane District 1 that Bozievich represents encompasses the commu- nities of Santa Clara, Bethel, Junction City, Fern Ridge, Lorane, Triangle Lake, Mapleton, Dunes City and Florence. The estimated population of the district is 75,000 people. June E. Fisher 1925-2020 June E. Fisher, born June 10, 1925, died February 17, 2020.
