The plan waa said to be a result of
the visit of Minister Naon, of Argen­
tina, to Washington, where President
Wilson la understood to have empha­
sised the written statement of Justice
U n u r that any agreement reached by
the mediation board which waa not
approved by the constitutionalists
would be “ a paper agreem ent" and
would not accomplish the sole pur­
pose of the United State«, the pacifi­
cation of Mexico.
It waa reported here that the Wash­
ington government already had ax-
tended an Invitation to General Csr-
ranxa to send his representatives to
Niagara Kalis, N. Y . to confer with
the American delegate«.

Seattle, Wash.— A meeting o f shin­
gle manufacturers of the state for the
purpose of recommending ways and
means to compete with British Colum­
bia manufacturers, held here, resulted
in the decision that the best way to
meet the situation waa to reduce the
wage schedule. A report embodying
this view was presented.
It Is generally understood that a
new schedule of wages among the
shingle manufacturers of the state
will be put Into effect on July 1. The
committee appointed at the meeting
did not make such a recommendation,
but put the quint Ion to the Individual
manufacturer to act aa he thlnka best.
