The procedure of the first day of the session was simple. The senate and the house each convened at 10 i o'clock in the morning. Organization was immediately effected. C. N. Mc Arthur was elected speaker of the house and Dan J. Malarkey president of the senate on the first ballot. In the senate the temporary organ ization plan went off like well-oiled machinery as arranged for in the cau cus. It fell to Moser, of Portland, to make the nominating speech for Sen ator Malarkey as president of the sen ate. Joseph, of Multnomah, made a severe attack on Malarkey.
