He has had a great deal of experience with oysters in eastern waters and is thoroughly familiar with the requirements for the suc cessful cultivation of the bivalves. After thoroughly examining con ditions here, be will make his re port to Washington, and if it be favorable, oyster culture will bo in augurated here on a large scale. The oxtensive beds of oyster shells in the bay show that at one time they grew and thrived here in large quantities and there seems no reason why they should not do so now, adding another profitable in dustry to Coos Bay’s equipment.— Mail. The last we hoard of May Irwin, the actress, she was about to marry David B. Hill. Now report says she has come forward with an offer of bail for Nau Patterson, who is ac cused of the murder of "Caeser” Young. May has learned a thing or two about advertising in her all too brief career. - . In this age when young men are in demand aud tho old man lias scarcely a olmnce in ttny business, office or reaponsibilily, it is curious that our navy alone should fail to take advantage of its youth aud energy. We have a thorough school 1 at Annapolis but the midshipmen so carefully trained there at a vast ex pense to the country will be between 45 and 50 years of sgo before they reach the grade of Lieutenant. This is one of the opportunities for the proposed reforms in the Nnvy. But it is by no menns the only one, for along the line of promotions we find a condition even more serious. In the Navy men are promoted re- gardless o f what they have done or have failed to do on lioard ship.
