Dr. J. B. Olmstead, of Portland,

subject of oyster culture in these
waters. He has had a great deal of
experience with oysters in eastern
waters and is thoroughly familiar
with the requirements for the suc
cessful cultivation of the bivalves.
After thoroughly examining con
ditions here, be will make his re
port to Washington, and if it be
favorable, oyster culture will bo in
augurated here on a large scale.
The oxtensive beds of oyster
shells in the bay show that at one
time they grew and thrived here in
large quantities and there seems no
reason why they should not do so
now, adding another profitable in
dustry to Coos Bay’s equipment.—

at Annapolis but the midshipmen so
carefully trained there at a vast ex
pense to the country will be between
45 and 50 years of sgo before they
reach the grade of Lieutenant. This
is one of the opportunities for the
proposed reforms in the Nnvy. But
it is by no menns the only one, for
along the line of promotions we
find a condition even more serious.

gardless o f what they have done or
