SATURDAY, FEBRUARY 5, 1910. The Meeting of the Governors. Whatever name may be formally adopted as befitting the scope of the annual meeting of the governors who shall assemble to compare views, the movement Is likely to be important and the results encouraging. The first meeting was announced as a confer ence. "A bouse of governors" has been suggested, although In such con nection the word "bouse" would Imply legislative functions, which, of course, governors do not perform. Uniformity In laws throughout the states would be generally desirable, and the governors might help toward this end. But uniformity in the spirit In which laws are lived up to Is also essential, and here the Influence and co-operation of governors would be effective. A wide range of topics has been suggested as proper to bring be fore a conference of the beads of the several states. Among these are mar riage and divorce, the status of wom en, prison reform, election reform and special taxation. Extradition is a mat ter of executive action and Is all the more a subject for governors to con sider, most all others being finally dependent upon legislative will. True, relief through federal legislation is often difficult and must come through tat action. i i The world and Its people are as suredly growing better, not worse. If General Booth thinks otherwise It must be because be has been unable to keep abreast of human progress In bis declining years. But before congress can do much about the cost of living most of the congressmen will have to deliver some Impassioned addresses to be read by the folks back home. Well to do people have now. so far recovered from the financial drain of the holidays as to be able to look high prices in tbe face and order a few of life's necessities.
