The Meeting of the Governors.
Whatever name may be formally
adopted as befitting the scope of the
annual meeting of the governors who
shall assemble to compare views, the
movement Is likely to be important
and the results encouraging. The first
meeting was announced as a confer
ence. "A bouse of governors" has
been suggested, although In such con
nection the word "bouse" would Imply
legislative functions, which, of course,
governors do not perform.
Uniformity In laws throughout the
states would be generally desirable,
and the governors might help toward
this end. But uniformity in the spirit
In which laws are lived up to Is also
essential, and here the Influence and
co-operation of governors would be
effective. A wide range of topics has
been suggested as proper to bring be
fore a conference of the beads of the
several states. Among these are mar
riage and divorce, the status of wom
en, prison reform, election reform and
special taxation. Extradition is a mat
ter of executive action and Is all the
more a subject for governors to con
sider, most all others being finally
dependent upon legislative will. True,
relief through federal legislation is
often difficult and must come through
tat action.

to keep abreast of human progress In

But before congress can do much
about the cost of living most of the
congressmen will have to deliver some
Impassioned addresses to be read by
the folks back home.

recovered from the financial drain of
the holidays as to be able to look high
prices in tbe face and order a few of
life's necessities.
As the courts have decided' that no
one should run away with Dr. Eliot's
five foot bookshelf, It la evident that
some misguided person has tried to.

on climbing higher and higher he
should take a bunch of notaries and
expert witnesses along. '
Naturally the stomach of the ulti
mate consumer falls to welcome with
enthusiasm the idea of a food boycott

tinue. Like the planting of our flag, the set
ting up of our policy In tbe far east Is
the step that cost. It must stay to the I
fore until good and sufficient reasons
exist for Its withdrawal. All along
tbe people of this country have taken
pride In the worldwide tribute that
"the United States Is the only power
which can look China In tbe face
without blushing." To let Japan have
her own way with railroads In Man
churia might be defensible diplomacy,
but would look like abandonment of
tbe Integrity of China to its fate In a
crisis as Important as any raised by ,
the recent war.
