CHARTER AMENDMENT SPECIAL ELECTION The city election, Saturday, was ar expression of the determination o the citizens of Enterprise to have c first-class water system. While the majority in favor of the charte; amendment was large, it will be ad mitted that even that majority is no as large as the sentiment for good water, as no doubt a number votei no who are in favor of munlcipa water works but believe only taxpay ers should vote on bond propositions That question, however, Is settled and all should now lay aside pas differences and advise together li tho work of getting the best watei system for the least cost. Contrary to an oft repeated asser tion, tho water works question Is no a personal fight. Every partisan o. a city plant, as far as we havt knowledge, is sincere In his belie that plun is for the best Interest o the town, and of himself. It is i matter of not only general welfare but of Individual well-being. The council has ordered the bone election for September 12. In the meantime, a watarworks committee or commission composed of the coun ell and prominent citizens, aided am advised by two or more experts from the outside, such say as the Elgir city engineer and La Grande wate: works superintendent, could Invest! gate and report on the various sources of supply, their purity anc sufficiency. The best one, withir the cost limit, could be selected, thus giving the voters a clear understand Ing of the proposed use of the monej for which they are asked to author Ize the sale of bonds. SUN TRIES TO STIR UP TROUBLE Every paper In the county haa re fralned from adding to the perplexi ties and burdens of the county court In Its enduavor to carry out the wlli of the people In regard to the build Ing of a courthouse except the Wal lowa Sun. Everyone who has a grain of sense realizes that the court has troubles of Its own everybody ex cept the Wallowa Sun. People who haven't a mania for butting In, know the commissioners and judge were elected to attend to that business as In their Judgment seems best foi the people of the county, and every body except the Wallowa Sun Is right content to let them attend tc It. Threats and intimidation don't go well with the people of this county who know the court will do the very best It can on all matters, Including site. There Is vaitly more pressure for a policy that Is distasteful to the Wallowa Sun than for Its wishes It will be sad Indeed If the Sun can't change the law or bullrag or terror ize somebody Into a cheap attempt to evade the law. The court Is mak Ing every effort to find out Its ex act rights In the matter; the men who offered to buy the square stand ready to make their offer good. The matter will be settled legally and rightfully In duo time by the court. The street fair and carnival given by the Enterprise Concert band last week, was very successful In both attendance and enjoyment. The ar raugenient and decorations of the grounds were fine, and the good or der that ' prevailed was a credit to both the management and the crowds. The "sideshows" were not much of couise but at that they were Biiporlor ta the traveling car nival companies, while the free shows, balloon ascensions, sports and races, were away ahead of any thing usually offered by professional troupes. Taken all In all, the affair was a crilk to the band and to the town. The Streeler-Bryan company will break camp, uext Wednesday and start for California where they will play this coming season In a circuit of seven cities, extending from Fres no to San Diego. The people of En terprise and vicinity .will be sorry tc see them depart, for aside from the pleasure of witnessing their perform ances, personal friendships have beer, formed that make the members o. the company a part of our commun ity a part Indeed of our own peo pie, whom we are all loath to set leave us. Wherever they go the best wishes of Enterprise people wli: o with them, and all hope they wll jnjoy the success that such sterllns ictors and big-hearted ladies am gentlemen deserve. RECEIPTS OF STATES FROM NATIONAL FORESTS Announcement has just been made it the amounts which each state con taining national forests will receive under the new law giving 25 per cent af the gross receipts from forests tc these states. The total amount tc so to the states, from the receipts of he fiscal year which ended June 30. Is $447,063.79. The amounts to go to each state )r territory are: Alaska, $2,684.78; Arizona, $42,610.44; Arkansas, $313 68; California, $52,437.78; Colorado $50,955.67; Idaho. $56,307.84; Kansas f 643.55; Montana, $76,807.41; Nebras ka, $2,349.77; Nevada, $4,577.93; New Mexico, $25,464.12; Oklahoma, $554 48; Oregon, $32, 313.52; South Da kota, $8,456.60; Utah, $32,151.02 (In eluding Uinta Indian refund of $5,348 .07); Washington, $18,032.79, and Wy oming, $41,402.38. The law requires that this money be expended upon public roads and ichools by the counties which contalr national forest land. In this way the counties are compensated for the re ductlon of taxable area brought about by the existence of the forests Before this year the states have re celved 10 per cent of the gross re ceipts, but congress voted last win ter to Increase the amount to 25 per cent. . Found That It Paid. A country merchant of Iowa de elded to break away from the old fogy spirit which had affected him and his follows for some time. Dar ingly he spent $100 in advertising a jpecial sale. The first day of the lale the store took In almost $1,000; the next six days averaged over $400 sach. In said county and state, on the 15th day of August, 1908, as pro vided by law, an initiative petition Tor a proposed amendment to hud j division 19, of Section 1 of Article VII, of the Act of the -Legislative j Assembly of Orejon for 1899, which Act and the Act? amendatory thereol I Is known as the City Charter of the City of Enterprise, in Wallowa Coun j ty, Oregon, giving an affirmative ma Joritv instead of a two-thirds maior- i ity, the power to authorize the City Council of said City of Enterprise :o borrow $30,000.00 instead of $10, J00.00, and providing that a Specia' Election shall be called for the pur pose of submitting such proposition -o the electors of said City of En terprise; and Whereas,' on the 17th day of An j just, 1908, the City Council of said City of Enterprise, Oregon, in my presence as Mayor of the said City f Enterprise, Oregon, did canvass he votes given for and against said intendment; and : Whereas, It was ascertained and letermined upon such canvass thai here were 103 votes cast for said imendment, and 68 votes cas. -gainst the same; and that saic" imendment received an affirmative I najority of the total -qumber of ef ective votes cat thereon and e.i Itled to be counted under the pro Islons of law.
