A BRITISH PACIFIC CABLE FROJ KCT The action of Great Britain In deciding to contribute an annual subsidy for the construction of a Pacific cable from Can. ads, to Australia should admonish thl government that It cannot affjrd io de ftr favorable action upon a Pacific cable project beyond the next ongre.-s. At the regular session of the F.fty fifth congress, President McKlnliy pre. rented a special message emphasising the military urgency of cable communi cation with Honolulu and Mam.a and reciting the difficulties and embarrass nemi already encountered by the gov. emment through the absence of tele graphic facilities. Mr. Hepburn of Iowa presented a bill providing for a govern, ment subsidy of 1100.0W a year for twenty years for the construction of a cabe from 6a n Francisco to Hanlla and Ja pan, while In the senate an amendment was added to the sundry civil bill provld. lng for the construction by the United States of a cable from "a Pacific port In the state of California" to the city of Honolulu. The failure of thee project" to receive the approval of congress as attributed to the untitled condiiion of affairs In our Pacific dependencies, ami to the unwillingness of congress to com. mit the government to any fixed cable policy at that time. When the 'Fifty-sixth congress con venes, however. It Is probable thac the question of a Pacific cable will have early and favrable consideration, and If the congress is disposed to accede to public sentiment the cable will be built and controlled by the Tniied S;ats gov. emment. Kven with quick action on the part of the next congress our government cannot hope now to overtake Great Britain in trans-Pacific cable communication, for Oreat 'Britain has a habit 'if pushing such projects vigorously and qui, kly when ence she grants the ,l-sin-d sub. eidy. With the exception of the British cable from Australia to New Zalanl from Australia to New Caledonia and from Hongkong to the Philippines, th va-t expanse of the Pacific is uncut with ca ble, lines. In the direvt pathway of the projected Brhish cable from Canada 1 1 Australia lie the Hawaiian Islands, Sa moa and groups of British islands. It is highly probable that this cable wul touch at Samoa, and that permission will be granted the British company to land at Honolulu. In view of this great project, whii h Is backed by th full British subsidy rec ommended in the report of the Pacific cable committee of lMtfi.
