Mr. James P. Schuyler, on the plane and estimates fot t!is city's new water service. Adams, that Mr. Schuyler so coroially approves and recommends the ndop' tlon of the entire plan and system de vised by Mr. Adams with the sugges. tlon merely of enough modification in some of the minor specifications, to prove tl.eir careful examination at his dor and reliability m 'oiikl .not pretend to give an Intelligent summary and re view of Mr. Schuyler's conclusions, nor Is It necessary to do so, for with the opportunity afforded m the publication of the full report, each citizen of Asto ria will carefully and understanding study every feature of that strong and Interesting document for himself. It is sufficient, therefore, to Bay that the most timid and doubting mind will be satisfied from the plain demoiiBtra Hons of Mr. Schuyler's report, not only that the present need' tand prospective growth of the city renders the new works an Imperative necessity, and that we shall have In their completion water supply ample for many years to come; but more Important stlll-without relying on the Increase over the present rate of consumption, It appears that the new works can be made to produce an Income, exclusive of the cost of re pairs and maintenance, sufficient to pay the Interest on all bonds it Is pro posed to sell, besides creating a sinking fund entirely adequate for their re demption when due. There is certainly not now left to the Commission any further excuse for delay in proceeding with the work they were appointed to do, and the people have a right to expect from them some showing of Immediate and positive re sults. It Is hoped the young lady has a due appreciation of the distinction thus eon' f erred upon her. Mr. James D. Schuyler, the Walter Commission's consulting engineer, has been connected with some of the larg est Irrigation systems ever constructed n this country. He also planned the famous water supply at Denver, and Is now consulting engineer and In charge (jf 'the new water works at Portland. ' ! It Is due to Messrs. L. B. and E. A. Seeley, to say their courtesy, with the tocommodaitlon of the steamer Tele phone's people, has contributed not n little to the successful termination of 4is railroad committee's labors. ' The electric light plant In connection with the new" water works will prove cine of the moat profi liable and import' tnt adjuncts of the whole system. Mr. A.
