ASTORIA'S AWAKENING.
The cunt rant that our faithful and
Indefoltlgiaible railroad committee have
now to show Is well worth the cost
of the toilsome efforts, the patient
Waiting, and the successive disappoint
ments they have endured.
Who can estimate the events that will
surely and rapidly follow the signing
of this veritable deel'arUJtton of Inde
pendence to Astoria? Who doubts that
the news 5 Ver prospective emanclpa
tlon flawhed last evening to the re
motest town and haimlet of America
will produce effects stupendous and sur
pricing even In advance of the compl
tlon of the Iron bonds destined to soon
connect her with the world's commerce
and trade?
Now, Indeed, have the people of As
torltt a rlirht to feel encouraged. Now
hove they the coveted chance to dem
onfltrate tihelr possession of the genius,
energy, and determination to place
their city In her rightful rank among
the sinter cities of the Northwest. Met
rivals tall admit the advantages of her
location, now let them see that she has
the people neeestwry . to the develop.
mervt of her advantages, and Astoria
will unquestionably become one of the
greatest cities in the land.
While the names of such men as Bon
ner, H.nwnwnd, SKanton and Kimball
linked as they now are with the des
tinies of. Astoria, may accomplish much
n miMnustlnir Ithe attention of -capita)
and brains of the right sort to the city
yot It must be remembered that It U
uiMvn ithose who are now, rather
thn those who may hereafter become
her cltlsena, that the start upon the
road to prosperity and progress de
pends.
The task of the commlB'.ee of twenty-
one has only had a successful begin
ning.. U Is newsaury that tome Judl
clous and systematic, course of adver
tlsomeivt should be at once devised and
put In operation. Let the organisation
of the committee be continued, and Ul
tho-m fullow up the good they hav
shown themolves capable of doing by
undertaking the work of proclaiming
and explaining everywhere the bound
less resources of Astoria as well as the
good old atwte of Oregon. '
MR. SCHUYLER'S REPORT.
With the settlement of (the railroad
CueeUon, and In the bell that our
ter supply Is now more than ever ft
most Important subject for publlo con
i.dertlon, we present our readers this
morning the complete report of the
consulting engineer. Mr. James P.
Schuyler, on the plane and estimates fot
t!is city's new water service.
The nuitoni and prudence shown by
the w.iter commission in thus proour-
1 ,h.
r'"'"H rf frr!rf en ey-
thorny in the science of hydraulic on
gincerlng,' before finally deciding upon
the plans and specifications and be-
ginning the actual construction of the
work, will be appreciated and com
mended by all tax-payers; and it will
be a source of as much satisfaction to
them, as it Is a deserved eomplimen
to the profesBlonal skill of Mr. A. L.
Adams, that Mr. Schuyler so coroially
approves and recommends the ndop'
tlon of the entire plan and system de
vised by Mr. Adams with the sugges.
tlon merely of enough modification in
some of the minor specifications, to
prove tl.eir careful examination at his
dor and reliability
m 'oiikl .not pretend
to give an Intelligent summary and re
view of Mr. Schuyler's conclusions, nor
Is It necessary to do so, for with the
opportunity afforded m the publication
of the full report, each citizen of Asto
ria will carefully and understanding
study every feature of that strong and
Interesting document for himself.
It is sufficient, therefore, to Bay that
the most timid and doubting mind will
be satisfied from the plain demoiiBtra
Hons of Mr. Schuyler's report, not only
that the present need' tand prospective
growth of the city renders the new
works an Imperative necessity, and that
we shall have In their completion
water supply ample for many years to
come; but more Important stlll-without
relying on the Increase over the present
rate of consumption, It appears that
the new works can be made to produce
an Income, exclusive of the cost of re
pairs and maintenance, sufficient to
pay the Interest on all bonds it Is pro
posed to sell, besides creating a sinking
fund entirely adequate for their re
demption when due.
There is certainly not now left to
the Commission any further excuse for
delay in proceeding with the work they
were appointed to do, and the people
have a right to expect from them some
showing of Immediate and positive re
sults.
The original draft of the contract be
tween IMie subsidy committee and
Messrs, Bonner and Hammond was
mads by Miss Rice, the well-known
stenographer for Elinore, Sanborn &
Co., In the office of that firm yesterday.
It Is hoped the young lady has a due
appreciation of the distinction thus eon'
f erred upon her.
Mr. James D. Schuyler, the Walter
Commission's consulting engineer, has
been connected with some of the larg
est Irrigation systems ever constructed
n this country. He also planned the
famous water supply at Denver, and Is
now consulting engineer and In charge
(jf 'the new water works at Portland. '
! It Is due to Messrs. L. B. and E. A.
Seeley, to say their courtesy, with the
tocommodaitlon of the steamer Tele
phone's people, has contributed not n
little to the successful termination of
4is railroad committee's labors.
' The electric light plant In connection
with the new" water works will prove
cine of the moat profi liable and import'
tnt adjuncts of the whole system.
Mr. A. Adams tins Introduced a nunv
ber of Ingenious and original devices In
pfenning the new water system. ,
t Dr. Kinney claims the credit of hav
ing Interested Messrs. Bonner and Ham
mond in Astoria.
