AN OPEN OPPORTUNITY. The National Bulletin, of recent date, published at Washington, D. C, has an, article contributed by Elizabeth Cady Stanton, that contains many sug gestions of great practical value. Her remarks are especially directed to thfe City of Chicago principally as a sani tary precaution during the continuance of the exposition, but they apply with tequal force to other cities and towns, Including Astoria, She says: "They will see papers of all sizes and colors, nut shells, apple, orange and ' banana skins sown broadcast In our sidewalks, cars, and all public places, mixed with catarrhal, consumptive and tobacco expecorations, enough to nau eate anyone not acustomed from In fancy to see these dlrgustlng sights. You never see papers scattered about In the streets of London or Paris, nor anything on the floors of even a third class car In England. But in our Amer ican cities and villages papers are fly ing In all directions, and our cars, es pecially In thtt West, are more like pig pens, at the end o'f a day's Journey, than traveling conveyances for the sov ereign people of a great republic," "But to take the nuisances In the order of their obtruslveness, let us be gin with the papers, which are most easily disposed of, though most glaring In appearance. They are an element of danger, too; blowing about, they frighten, horses, and carry diseases from one neighborhood to another."
