ASTORIA. BALT.WAY SURVEYS. Permanent Location Made The Line! Passes Through Some Very fiii Country. The two corps of engineers in charge of assistant E. E. Cooper and R. A. Hab ersham have completed the permanent location of the Astoria and South Coast raiiwav from Astoria across the coast range-to Nebalem valley, at Jewell, via the seaside for forty miles, on which di vision eighteen miles have been con structed, waiting the rails to arrive at Portland on Saturday, and there are now working 257 white laborers on the grad ing to the "Willamette valley. F. E. Hab ersham, the chief engineer, completed his preliminary survey from Jewell to Vernonia parallel with the meanderinga of theNebalem river for thirty-two miles, but as this latter line is too long and is subject fo winter freshets, which rise thirty-six to forty-two feet above the Ne haleiu river and will carry down the track, Mr. William Reid, the president, prefers a higher grade and a-shorter line, and consequently ordered a new survey across tho country from Jewell, viu Deep creek, and another from Jewell via Bust er's creek to Vernonia. To accomplish this ob'ject, Mr. Reid left last Friday overland, via Cornelius, with chief engineer Habersham and as sistant engineer Cooper and guides. Mr. Reid returned yesterday and was inter viewed by an Oregoman reporter. He reports that a favorable route was obtained, shortening the line from Asto ria to Forest Grove eight miles and open ing up'an entirely new country, heavily timbered with cedar, fir and maple. He traveled on foot for twenty-three miles continuously through wha't he claims ia the thickest and richest timbered- region in the world; where forest fires have never entered, the soil, even to the mountain tops, being free of rock and splendid for dairy and grass laud when the timber is removed. He claims that when the Astoria and South Coast road is opened to a connection with the Ore gon & California road, the latter will carry to Portland and to the various towns in the Willamette valley on the standard and narrow guage linos the whole timber oedar. fir and nianle re quired for western Oregon, at cheaper prices than it is possible eisewnere, wuue one-half of the lumber to be manufac tured on those timber regions will beex Dorted to Astoria and shinned in seago ing vessels to China, South America and Australia. Tho highest elevation of the Astoria and South Coast railway in the Nehalem val ley will be 000 feet, while the summit be tween it and tho Willamette valley ia crossed by a new divide at an elevation of only 1.125 feet, without a tnnnel. The grade will be 1 per cent, in favor of the traffic to Astoria and only 2 per cent, on the divide to the sea. The main lino will strike the seaside at a point 100 miles from Portland, thence fourteen and one-half miles more, including sea side extension, carries the road to As toria itself across Young's bay. The new survey runs through seven miles of coal and ironstone lands and through a limestone bed and good freestone. The ironstone assayed 57 per oent. of iron. Oregoman, 7. Sleeplessness. Xaicotics and sedatives murder sleep: the unnatural stupor is soon followed by ill effects. Simmons Liver ltegu lalor lemoves the cause of restlessness and sleeplessness by regulating the bowels, by establishing good digestion and by quieting the nerves. "I have been a great sufferer from' dyspepsia and loss of sleep. As soon as I feel the least nervous I take a dose of Simmons Liver ltegulator, and sleep all night.' Mns. It. The London Observer Bays, with an air of superior wisdom, that Russia could not sell to the United States anything that did not belong to Russia. The ap plication of this principle to present af fairs means that f f Russia did not exer cise jurisdiction over Behring sea at the time of the Bale of Alaska to the United States she could not sell such right of jurisdiction to the United States. But me race is iaai during me several nun dred years in which Russia had olaimed jurisdiction over Behring sea, no nation had undertaken to dispossess her. At this day she exercises OTer the western half of the sea the right she sold over the eastern half. The Observer refers to a protest against Russia's claim to Behring sea issued under President Pierce's ad ministration. It ia -admitted that there have been arguments against the Rus sian claim, but they have amounted to nothing. The claim was not abandoned, ancLnot many years after Fierce do nb&tced it the United States government bought it. Children Cry for Pitcher's Castoria Wien Baby-was sick, tre gave her Caatorfa.
