The Miles leaves this morning for Bay Center,- to return immediately with a load of salmon. There are Gi flouring mills in Wash ington territory, with an estimated capacity of 3,833 barrels per day. No council meeting last night Tuesday evening of next week will be the time for the regular session. The sun rises this morning at 7:33, one minute later than it did yester day, and sets at 4:19, same as yester day. The fewness and newness of onr county thoroughfares are conditions rendered especially noticeable by the heavy rains of winter. There will bo a ten-mile race on skates at Ross Opera house on Christ mas eve between six contestants for a valuable prize. See adv't. Reserved seats for Neil Burgess in "Vim," next Monday evening, will be on sale at the New York Novelty store next Saturday morning at 30 o'clock. On the first of the year a reduction of from ten to 23 per cent, according to class, in the rates of the O. R. &N. company, will take effect on routes from San Francisco and Astoria to points in Montana. Yesterday was a clear, bright day, but the sun swung low over the southern horizon and the air had a frosty feel that suggested the use of moTe coal and wood, and made over coats a comfort to those outside. The cargo of the Dolphin was dis charged yesterday. There was not much of it injured, and that mostly at the bottom. It is thought the damage to vessel and cargo may amount to three or four thousand dollars. General Adna Anderson, former chief engineer of the Northern Pacific railroad, now a resident of Tacoma. is to bo vice president of the Buffalo, Rochester & Pittsburg railroad. The visit of General Anderson to Astoria is yet fresh in the memory of Astori ans. The ship Barring Brothers, which thumped on the San Francisco bar a short time ago, went on the dry-dock in Seattle, where a new shoo was put on in place of the damaged one. The damages sustained were slight, and she is under charter to load coal for San Francisco. "To-day is the first work-day I've put in for some time," remarked Dr. Estes yesterday, as he feebly smiled at the reporter's inquiry concerning his condition. The doctor yet feels the effect of his recent severe illness, but his many friends are pleased to see him out again. The steamer Isabel, one of the up per Willamette fleet of boats, has been temporarily withdrawn for a short time for repairs. The captain says that there is no money in carry ing freight for 75 cents per ton and pay 59 cents per ton for lockage, and that he proposes to lay idle until there is an advance in freight rates. A bill has been offered in the terri torial legislature to prohibt any one from serving more than two terms as sheriff or county treasurer. It's all very well to pass the pie around, but if one of us bad a gooJ, faithful, reliable clerk in our employ wo should object to putting a new man in his place if it could be avoided. Wintry weather seems to instil vig or into building movements about town. The several pile-drivers' con stant puff and clatter and the fre quent decisive thud of their heavy hammers make pleasant music to the ear of the energetic business man of Astoria, and these cold, crisp morn ings give additional ring to the tone. At a regular communication of Temple Lodge No. 17, F. and A. M., the following were the elected officers for the ensuing Masonic vear. Jav Tuttle, W. M.; J. F. Page, S. W.; F. W. Ferguson, J. W.; J. Q. A. Bowlby, treasurer; E. C Holden, secretary. The installation of elected and ap pointed officers will take place on St John's day, 27th inst. The delinquent tax in school dis trict No. One this year i3 only about $450. Last year it was over $1,100, and the year before over $1,500. School clerk Hustler says the chances for collecting the delinquent portion this year are by no means hopeless. This and other things show that our people are enjoying a business pros perity the liliie of which few cities can boast zyt The holiday trade is now in full blast, oar stores are thronged with eager buyers whoso only difficulty is to chooso between the many attrac tions. Our merchants have shown commendable enterprise in the selec tion of such complete and attractive stocks as they have displayed and prices are generally lower than here tofore. At the annual election of officers for the Woraaus Relief Corps held yesterday afternoon the following were elected: President, Mrs. Irene C. Parker; senior vice president, Mrs. Ida Bergman; junior vice president, Mrs. Cynthia Fcrchen; secretary. Mrs. C. Rof-s; treasurer, Mrs. Elegan; chaplain. Mrs. r. (Jrow; conductor, Mrs. Christiansen; assistant con ductor. Mrs. O. B. Estes; guard, Mrs. E. H. Snew: asssistant guard, Mrs. Monteith. The Oregon Railway & Navigation company have reduced" their passen ger rates on the ocean steamers. The new rates are S1G first class and SS steerage, or S30 for the first-class round trip and $15 steerage for the round trip. The Oregon & California Railroad company has reduced fares as follows, between Portland and San Francisce: First-class, unlimited, from $30 to $23; first-class, limited, from ! to S20; second-class or emi grant fare remains the same as here tofore. A bill has been introduced in the senate by senator Frye, the first sec tion of which states its purposes and reads as follews: "On and after the 1st day of January, 18SS, no sailing vessel of the United States engaged in coastwise trade shall be holden or obliged to lake any pilot into or out of any port of the United States or be compelled to pay any charges or fees to any pilot for pilotage services tendered under the pilotago laws of any state, unless such are accepted." When it comes to furnishing full blown naturalized citizens of the United States, Astoria steps right in to the front row. Since last Friday the following have renounced ;dl al legiance to foreign prince and poten peten tate: Basillio Moro aud Gaccarigh George, natives of classic Greece; Autonia Penachia, from sumiy Italy; Lazar Dragolich and Lazzaro Gosso a3, of imperial Austria; Charles G. Wama and Jacob Sari, fierce Rus sians. The wires from the central tele phone station to No. 26 engine honse, which were used to strike the twelve o'clock gong' were taken down yes terday by chief engineer Worsley, who is now electriciau of the fire de partment, and connection made in side the engine room, where it will be under the continual supervision of the chief or his assistants. The en tire telegraphic fire alarm system is receiving a thorough overhauling, which will render it reliable in case of need. This government may lose some thing in collecting customs revenue in some places, but when any trans portation or supplies are contracted for it doesn't often get left. Uncle Sam has a contract with the I. S. N. company to furnish transportation for materral at the forts and since the order for dismantling Fort Cauby has gone into effect, the Canby has been carrying from ten to forty tons of freight away from there every trip. No doubt the old fellow grins to see those fellows work, end the is not yet Capt Powell, in his report to the chief of engineers, estimates the amount required to complete the im provements at the mouth of the Co lumbia at $3,422,500. Of this, only $18S,033.G1 was available Juno 30th last, aud the sum that could be profit ably expended between then and June 30th next year was S700,000. It is to hoped that auother year will not pass by without a sufficient appropriation being made to push the work along to a point where it will be of practical utility instead of dribbling it away in salaries of officers who arc denied the opportunity of demonstrating their usefulness by advancing the work for which they are designed, and repair ing in summer the ravages made by winters storms. For the street and to keep in place the full dress skirt and tournure. highly starched white skirts, or ones of quilted black or crimsou satin, aro used. The latter are made with reeds and are extremely warm and pretty. Two deep flounces of lace fall over a narrow ruching at the bottom. The new skirt supporter has already found favor, especially among stout people and those with large waists. It simply is a strong piece of jeans made to fit the waist and over the hips, and is supplied with numerous patent fasteners about the lower edge. To these aro fastened all the skirts, and as it is woru directly over the corset the appearance of the waist be comes decidedly smaller, while the hips are enlarged. The City of Pueblo arrived yesterday from Valparaiso with twenty-five passen gers. The state government will not interfere with the sentenco of the two Chinamen, Lee Sam and Ah Feat, who have been condemned to be hanged at Vic toria, B. G. Paddy Ryan has written from Sau Francisco that he intends coming east in Janu ary, and wants to meet Cardiff iu a contest to consist of ten or more rounds with the smallest gloves the law will allow.
