Ct) Wxt gaUsrtorfatt. ASTORIA. OREGON: WEDNESDAY.. JANUAltY 13.1880 THE PANAMA CANAL. The financial condition of the Panama Canal company is full of suggestions to the American peo ple. A company whose financial standing is impaired in the early stages of an enterprise is not like ly to recover. Capital -which might have been attracted to the enterprise as such will shrink away from any alliance with an organi zation that may at any time be unable to proceed with its" work. There has been too much money expended on the canal for the en ternrise to be abandoned. It has an inherent value also, as the only route across the isthmus upon which a tide water canal can be constructed. The Nicaragua route will require several locks, which will cause a delay in passage. It will be a much less costly canal than the Panama, but will be at tended with some disadvantages. A broad, comprehensive American policy requires the United States to own and control both routes. It is not necessary to build both at once, but itshould ownboth routes and build when commerce demands such construction. One should be built as rapidly as money will do the work without unnecessary waste. The cost of one or both canals is insignificant compared to the possible results. War is an evil always to be apprehended; no policy can be so peaceful, nor any power so overshadowing, that war I may not be unavoidable. The United States has assumed a cer tain control over the western con tinent to the effect that no mo narchial power shall acquire new possessions on the continent. This is a doctrine which the American people propose to abide Dy. It may bring us into conflict with some European power in the near future, but nothing but war will induce the American people to abandon their position. It Is, per haps, well, therefore, to begin ear ly and prepare for a conflict that in all probability will come. The possession ot the only practicable water routes between the two oceans will be of incalculable ad vantage in the event of such war. The exposed poiuts in such a con flict would be Cuba and the Sand wich Islands. K war should come in defence of the Monroe doctrine we should be compelled to repel attacks wherever made. "We may have to contend simply with a single nation, and may have to resist a combination. The chance of such war will be very much lessened if we hold all points of approach. A naval power in possession of the Sandwich Islands would threaten the whole Pacific coast; but with no canal connecting the two oceans we might be unable to prevent the islands from falling into the hands of some naval power. It may be urged, on the other hand, that the United States will do well to mind its own affairs, and 4et Cuba and the Sandwich Islands form such alliances as may seem to them best. "We do not believe that such a policy will receive the en dorsement of the American people. Cuba is almost within sight of our southern coast, and the Sand wich Islands within but a few days' sail of the Pacific coast. As inde pendent nations these countries would cause ns no uneasiness, but as colonies of a monarchial govern ment they would be a constant menace to our peace. Grave questions between the great Am erican republic and certain Eu ropean powers are now held in abeyance, but no one knows how soon some unlooked-for event will cause these questions to arise for immediate settlement. The Unit ed States chafes under the right claimed in certain European coun tries to exact military service of American citizens of foreign birth, and & case may occur any day to fan thisjestlessness into a flame. TbePanama canal may cost $300, 000,000 or 400,000,000. It may require ten years to complete it. "When we look forward to the pos sible and probable advantages of having all the waterways between the Atlantic and Pacific oceans inn our possession, the sum, large in itself, seems insignificant. A war with a first-class European power would cost not less'than a million a day. We should spend $1,000, 000,000 in getting ready to fight. Our chance of complete success of establishing once and forever the doctrine that no monarchial gov ernment shall obtain a new foot hold on this continent will be greatly improved if we commence the war with the channels of com munication between all parts of the country under our flag. Secretary Manning recently replied to the inquiry as to whether the bonds presented for redemp tion under his recent rule wo uld be paid in silver, that they would "be paid in good, lawful money." As so eminent an authority as ex Secretary of the Treasury Sherman is on record in favor of paying the bonds in silver, and the law is said unquestionably to permit it, it is assumed by some that the treasury may try the experiment of paying out silver to called bonds. It is understood that the president and the secretary now have the matter under consideration. Messrs. Randall, Hewitt, Crisp, Hiscock, Phelps and Reed, composing the ordnance commis sion appointed during the last ses sion of congress, will soon report to the house of representatives that the steel needed for armor plates, either for sh'ps or land for tifications, and all the steel ingots needed for the manufacture of guns for the navy or for coast de fenses, can be manufactured in this country. They will also rec ommend that the necessary appro priation for the work bo made at once. Silver, was quoted in New York yesterday at 1.01 J an ounce. This is about the lowest price tne metal nas ever toucnen. Yet the standard silver dollar buys as much as ever, and for all money purposes it is just as good as gold. It is no more affected by the fluctuations in the market price of silver bullion than the greeback is by arise or fall in the value of paper. The credit of the govern ment is behind the silver and paper dollar. The St. Paul Pioneer Press has eight libel suits on hand and six more threatened.
