The circular concludos as follows: "This department has no authority to remove fences or prosecute trespassers, and when cases have been reported to the department o! justice for appro priate action the duty of this de partment is performed and its jurisdiction ceases The lieutenant in charge sees Garfield's body once a month. The officer having the body in charge is held responsible for its safe presentation and when the lieutenants change oil on the first of each month the newly arrived officer unscrews the plate that covers the glass over the casket and looks in to see that the re mains are still there. It is a most disagreeable task. The last time the body was seen there was every indication that it was rapidly crumbling to dust. The face was covered with a light mold and the features were well-nigh oblitera ted. The secretary of the interior has recently decided that persons settling on indemnity or lieu lands, will, in case such lands are award ed to the railroad companies, have to purchase them of the com panies at the price aflixed by them or lose their improvements. Commander J. B. Coghlan, U S. N., stationed at rareTsland, Cal., writes that he was subject to the most painiul attacks of rheu matism, which totally unfitted him for the responsible duties of his office.
