Under the first charge there were two specifications, the first covering the time from 10 M. to 2 P. . m. 0:1 February 17th, and the second from 2 p. m. of the 17th to A a. ii. of far iSth. Both of these were fullv substantiated. Although not absolutely under the influence of liquor when the ship struck, it was clearly shown that he was still suffering from the effects of it. The specification of the second chaise dealt with the matter of allowing the vessel to run on an unsafe course, ami this, too, was proved. Passed Assistant Engineers Kntwistlc and Leitch were found guilty of ne glect of duty in not seeing their men up from below before leaving the ship themselves, :md were sentenced, the former to suspen sion from duty for one year, and the latter to be publicly repri manded by the secretary of the navy.
