Hew Census Proposed. j "When the first appropriation for the tenth census was voted, it was the intention of congress to frame a law so that if any state desired to make another enumera tion in 1883, the general govern ment would pay half the expenses. A "Washington special says New York, Pennsylvania, Illinois and Ohio have aheady signified their desire to take advantage of this act. Inquiry revealed the fact that the existing legislation does not cover the ground, and it will be necessary to have the law amended in order to render this scheme possible. Census Super intendent Seatou savs an eliort will he made next winter to reme dy the defect. ft is thought that nearly all of the states will avail themselves of the opportunity for taking a census at half price. This would practically result in a new census of the United States. The headquarters would remain there, the only difference being that the states would be required to "foot" half the bill. The scheme is fa vored by the census officials, who have a strong desire to perpetuate themselvos in office. It would furnish abundant work for the civil service ooaru, as it would nec essitate the employment of 2,000 extra clerks. MARKETS. The mine has yelded i.'3,000,000 in diamonds in a year, aud the collapse is a very disastrous one for the mining companies.
