It was our pleasure and our , privilege last Wednesday evening to attend the public installation ot tkc officers of the grand lodge of Oregon I. 0. G. T., in this city. It was with surprise and regret we Ward a portion of DrJ.W.Watts1 raaarks. Dr. Watts took the same -stand that others do; that hg;h license is of no permanent arail: what he demands is prohi bition. Without any intent on -ttr.part to join issue with that getatlBan on the principles he so vociferously advocates, we must respectfully dissent from the style ofargament. If we understood him rightly, .he told a story of Gen. Nwwiith, in which he made that gentleman say that in conversa- " taoh with a man who wanted to star"asaloon in his settlement, r aacl wfe asked liimrwhat he-would do in case a saloon was started in defiance of his wishes, that he (Nesmith) would "burn the build grdown,?and.him in it" We re spectfully submit that this is not 9 tke 'lewd of .argument that will win converts. The audience sat in silent surprise, while Dr. "Watts exulungly went on to declare that tb cause would triumph. "We would in all kindness ask Dr. "Watts if this is in consonance -Twitk'His supposed.character. Does tke end justify the means? He either meant what he said or he didn't. If Dr. Watts defends the doctrine of force as exemplified in burning men and individuals who refuse to be otherwise coerced, it may be well to know it. He says: 1 earnestly request that efforts bo made to make an amicable and permanent settlement with theso Indians, while in Washington, not only to satisfy them for n poi tion of their reservation restored to the public domain, but also, if possible, to purchase their relinquishment to the remainder of the Moses' reser vation. It is a second Black Hills and prospectors are already pressing upon it and will soon give trouble or endeavor to have another portion taken from the Indians. I think it would be ad visable for the government to give the Indians $150,000 for their benefit and induce thm to take land in severally on the Colville reservation." The .executive committee of the Northern Pacific railroad, has passed a resolution calling on the treasurer and general auditor to prepare and submit a statement showing the net earning due the stock holders at the close of the fiscal year ending the 30th instant. The uncompleted portion of the road is now only 118 miles. This gap will be ready for travel, it is thought, by the end of August. Tho formal opening of the road will take place at the western portal of Mullen's tunnel, which is just west of Helena, Montana, eurly in September. Senator Hampton, of South Carolina, whose Virginia hpeech elected Garfield in 18S0, made a speech in Camden last "Wednes day, the occasion being the erec xion of a monument to the Con federate dead. The Senator said: "We of South Carolina were neither traitors nor rebels, nor was our war in any proper sense a rebellion.
