Eighteen hundred years ago a Roman Emporer refused to sanc tion the use of improved machin ery in the prosecution of a great public work on the ground that it would deprive the poor of employ ment. In 1G63 a Dutchman erected a sawmill in England, but the hos tility of the workmen compelled its abandonment.
