Eighteen hundred years ago a
Roman Emporer refused to sanc
tion the use of improved machin
ery in the prosecution of a great
public work on the ground that it
would deprive the poor of employ
ment. In 1G63 a Dutchman erected a
sawmill in England, but the hos
tility of the workmen compelled
its abandonment. More than a
hundred years elapsed before the
second sawmill was put it opera
tion in England, and that was de
stroyed by handsawyers.
The French weavers whb intro
duced improved weaving machin
ery into England in the seven
teenth century were met by pro
tests. One of these protests ad
dressed to Parliament, represented
that the Flemish weavers had
"made so bould as to devise en
gines for working of tape, lace,
ribbon, and such like, wherein one
man doth more amon; thetn than
seven Englishmen can do, so as to
their cheap sale of commodities
beggereth all our English artiGc
ers 01 that trade" and enricheth
them.,

years ago, in England, when tho
Sankey canal, six miles long, was
authorized, it was upon the ex
press condition that the boats ply
ing upon it should be drawn by
