Dement Secretary Teller bas decided that lands cannot be withdrawn from the area of lands open to publio settlement which are within what is known as the second in demnity limits in grants made to railroad companies'. He holds that it was not tho intention of congress, in extending the line outside of the first limits, to shut out settlers from these cxturior limits. The condition of the in demnity extension, properly con strued, is that the railroad compa ny may go beyond- theliraits of the original grant to take such a qnantity of land as will make up for any deficiency in the first grant. Thus, if a hundred sec tions of land had been taken by settlers, on the actual numbers within the original gram, the com pany might then go beyond and find the hundred sections within the indemnity limits. The rail road companies have been in the habit of withdrawing ali tht land in the indemnity or ex terior ten-mile limit, and holding it as snugly as that within the orig inal grant of forty miles, or twenty miles on either side of the track. Had this decision been made some years ago, it would have saved a vast deal of trouble to settlers, who will get a diminished benefit at this late day. Iu 1843 there was in the United States only one hbrse with a trot ting record of 2:30. In 18S2 there were eight with a record of 2:15, two with a record of 2:13 and one with a record of 2:1 1. A team of m heavy work oxen readily fetch in this market $250. Fve years ago the same kind of oxen eould be bought for 100 and these were not wild steers either, but oxen as gentle as an old cow. Ex-Lieutenant, Governor Nor man J. Coleman, of the St. Louis (Mo.)
