The earliest dates assigned to the ex hibition of a. developed "iron conscience1' is, according to the "Gal way Council Book," the year 1498, when an Irishman in muni cipal authority in the county of Galway, urn: named John Lynch, hanged his own son out of a window for despoiling and murder ing strangers, ''without martial or common law, to show a good example to posterity." Another ancestral derivation i.s to be found in one Lynch, who, about 1GS7, was sent to America to suppress piracy. As justice was not ad ministered with much rigor or formality in the colonies, "owing to thft difficulty of adhering to the usual farms of law in the newly fashioned territories. It is pre sumed that this Judge Lynch was empowered to proceed summa rily against the pirate., and thus originated thctorm. Tho opinion which traces the expression to Mr. Lynch, founder of the town of Lynchburg, in Virginia, is entirely iiRBupported by any authority beyond identity of name; but it is curious to remember that so leng ago as tho reign of Richard II. there was a current doggerel distieh: "First hang and draw; they hear the cause of Lydford law." This may hayc been akin to the historic "gibbet law of Halifax," which was .in practice do? to the protectorato, but which, summary as was the opera tion, was carried out by regularly appointed magistrates.
