We hear of a Caucasian creditor in this city who emulates ancient Chi nese custom in this respect. An unsuccessful attempt was made to shanghai Wra. T lioss yesterday afternoon. Tho police officers went after the man who it is charged made the attempt, but the bird had flown. JRoss was taken to tho county jail. He presented a frigfeifsl appearance being beaten and bruised abot the head and face. From yesterday's Uregoman we learn that Congressman George on Wednesday presented in the house of representatives the memorial of tho President and Secretary of tho Chamber of Commerce of this city, asking for an appropriation for the improvement of the mouth of the Co lumbia river. Wo publish the memo rial in question in full in this morn ing's issue. A few days ago the patrol ou tho beach, No. 5, of tho life crw, found the remnants of the body of a man no&r McICenzie's Head. Upon notify ing his mates, all hands repaired to tho beach. The upper portion of the skull was missing, also the left leg, and much of both arms. Thoro was no clothing attached, and no marks to identify tho remains which were conveyed to the higher ground and buried without a coroner's inquest. The life crew did it all and deserve praise for ready acquiescence under oxisting circumstances. The body was thought to b that of a man who had been a month in th water, or more; to have been 6 feet high, weigh-. img from 1C5 to 190 pounds. Lost. In the Washington Star, of recout date we find the following, written from hero by a sojourner from tho na tional capital: Astoria, Or., Nov. 22, 1882. Thie enterprising and prosperous city of 5,000 inhabitants, located ou the Columcia nver about 12 miles abovo tho bar, was founded by John Jacob Astor in 1811, as a fur- trading station, and wa3 named in honor of its distinguished founder. Viewed from its sea-side it presents a picture cf rare romantic beauty. A thousand white houses strewed along the green slopes of a hillside, and looking down through long avenues of fir, pine and cedar, is a truly picturesque and thrill ing sight front tho deck of a fhip which has just emerged from tho wide rolling ocean into tho calm and spark ling waters uf the Columbia. A large portion of the town is built on tho water, und yet it is singularly free from all malarial diseases. Indeed the oldest, and best informed citizens claim a complete absence of malaria from this atmosphere. Though there is a rainfall hero of half the year the climate h phenomenally hosjutablc and healthy. Astoria, it is admitted, has one of the finest harbors on this continent, whose deep and tranquil waters float with ease and safety the largest ships of the world. Its broad bay is per petually white with the sails of the commerce of all nations. Its chief ex ports consist of fish, lumber and wheat, which yield a large revenue to this region. The annual income from these three products aggrecates as fol fel fol eows: Salmon, $3,000,000; lumber, $500,000, and wheat 81,000,000. Sta tistics show th.it in the matter of for eign exports for th month of Febru ary, 1882, New York atood first, San Francisco second and Astoria third. This city is the center of the great est salmon fisheries in ihe world. Of the forty cauneries on the Columbia twenty-four of them are located at Astoria. The salmon of this river aro superior to the samo species of fish in other waters, chiefly m respect to delicacy of favor and the amount of oil they contain. Thev are shipped hence in vast quantities to Liverpool and London as great distributing cen ters for all Europe. They are regard ed as a real luxury by tho laboring classes, and it is said that connois seurs prefer them before any other canned fish in the world. Largo ship ments of them are also made to Aus tralia and from San Francisco count ies car loads are carried to the com mercial centers of our own country. These famous fish are accustomed to leavo the ocean in the spring and early summer,and more in ra3t armies to tho ojoler and clearer waters of tho adjacent rivers and streams, whero they deposit their myriads of spawn, which, in the courso of a few mouths, abandon their birthplace and proceed to the 8ea, which is their natural and normal clement. Tho river at Astoria is about eeven miles wido and flows along in silent strength and grandeur till lost in the Pacific aeas. Both bauks are crowned with wooded heights of commanding proportions, which stand as the fore ground of towering mountains in the distance lift their gigantic and glitter ing heads to the elouds. The 'sublime and beautiful scenery of the Hudson finds a parallel in thie bold and bril liant picture. The extreme humidity of this atmosphere forbids that full flush of purplo and gold which irra diates the clearer and calmer skies of California. But the softar tints of evanescent color gleam here with purer hue and fairer luster than in anyo ther part of the land. The bar of the Columbia is the great obstruction to tho cntranco of this magnificent river. The perils at tending its passage by large steamers prevent thousands from visiting this river and romantic region. The board of engineers appointed by the secre tary of war to examine this bar and to devise some plan for its improve ment, have decided to recommend that an appropriation of $400,000 be made by'congrass for tho building of a sea-wall from Fort Stevens uorth ward for the purpose of deepening the channel by diminishing the breadth of the current. Th terribla wrecks of the Great Re public and other vessols of smaller dimensions, which are still risible above tho roaring flood, argue the im portance of & speedy improvement of those dangerous shoals. A Memorial from the Chamber Commerce. of At a recent maeting of the Astoria Chamber of Commerce, the following after due consideration, was ordered sent to our congressional delegation, with a request that it up presented for congressional consideration. TotheJIonorahlcUuiCongresi of the United States: Your memorialist, the Chamher of Commerce of the City of Astoriit. State of Oregon, would moat respectfully but earnestly urge that a sufficient Mini be appropriated by your honorable body to improve the entrance to the Columbia Iilvcr. In urging that this work may be undertaken immediately we would call attention to the following facts: The commerce of the Columbia Bicr ! rapidly growing, and has already he-, oorae quite large. During the season of lbs: the shipments of canned salmon I from Astoria were alnrnt 20.000 tons, and Of value, Ji00,000. The shipments of wheat and flour for the ame .season. from Astoria and Portland combined were r70.e00 tons, of value, .?3,000.i00. The bhipments of lumber across the har from the Columbia Biver mills, for the same period, were about ls.000.000 feet, or 36,000 tons. Thutin thethreo articles named there was an aggregate of AV 000 tons of outward cargo crossed the Columbia bar, in addition to inward cargoes and the exports of other com modities. The improvement of the Columbia River bar is the most necessary work contemplated in the Nnrthwe-M. not only on account of a large trade now actually in existence, but on account of the va-t area of tillable land:, as yet uii.ettled, that surround the headwaters of tribu taries of the Columbia. Yessels always take on their full car goes inside the'Columbia Hirer bar. If a vessel should not be able to take her full cargo at Astoria or inside the bar, she must proceed to her destination without it, as it is not possible on ac count of the continual roughness of the ocean at this latitude. t: take on addi tional cargo from lighters after getting across the bar; as is done at many southern ports. The German .-.hip, "Fritz, now lying in the harbor await ing a favorable oppoitunity to go to ea. draws when fully loaded, .G feet. It is not possible for her to cross the bar, in safety, drawing more than 22 feet. She must therefore, proceed to Great Britain with a cargo 800 tons less than her ca pacity. These facts we hold should give the improvement of the Columbia bar the preference over any other work in the Northwest. Vessels can now cross the Columbia Biver bar, in safety, drawing up to 22 feet of water, in the summer time with very httte delay. In the winter months when the greahst amount of shipping is done vessels cab cross drawing the same; but have to wait frequently a long while for a high tide and smooth sea. Uer. ? 1CJ1 10 This delay is due solely to want of E roper depth of water on the bar. Tug oau and pilots are constantly making every effort to cross the bar when it can be done safely. A sufficient depth of water is wanted on the bar to allow ves sels drawing 26 feet of water to cross the bar without delav, in order to meet the requirements of the commerce ot this country. The present state of llu b.ir prevents patronage being given to American shins. The British vessels aro nearly all built of iron as generally as Ihe large American ship is built or wood. The grain of this coast must be carried m large vessels to its market in Great Britain. But little would be left the farmer and producer should we be obliged to ship the grain exclusively on such a long voyage in small vessels. Yet, the large American vscl drawing 23 to 26 feet cairies no more thau the British iron vessel drawing 20 to 22 feet. Wc are obliged therefore, to employ British vessels to carry our produce to Great Britain and Europe, in much larger proportions than Is done from San Francisco or deeper ports.
