Oregonians, says the Spring field Republican, have long cher ished a deep-rooted faith that their particular corner of the earth would sometime become one of its most important parts. As the day ap proaches when the state is to se curerailroad connections with the East and with California they grow more and more confident of the future and talk enthusiastically of the grand development that lies before them, of which they already see the beginnings. This is not strange. The state has hitherto been unfortunately isolated. Its population is very small. The people who came here to the Wil lamette Yalley 40 years ago, and their followers since, have built up a sturdy, vigorous civilization; they have prospered materially, but they have suffered seriously in many ways on account of the diffi culties and slowness of communi cation with the East. The motto that rests on the state escutcheon, lAlis volat liroprilif 'ho flies with his own wings,' is singularly ap propriate to the circumstances of " Oregon's settlement and early career, and the free translation, 'She paddles her own canoe,' ib a perfect epitome of the state's his tory, Washington advices are of the tenor that Republican Congress men make no secret of their inten tion to press the admission of Da kota, or rather of the southern half of that Territory at this session. This matter will probably be made a subject of caucus action at an early day, and there is no doubt that the decision of the party will be to make a state of Dakota if it can be accomplished. Democrats are determined to oppose the scheme, and it will become a party ques tion. The Republicans having a majority in the House, can, with out any more difficulty than a minority is able to present, pass the bill unless the Democrats, as is openly threatened, fillibuster to prevent its passage. Dakota, par ticularly that portion which is se lected for admission is Republican. The performance of ; Uncle Tom's Cabin occasions consider able trouble in some localities. Besides the one that played in As toria a few nights ajjo there are four ct" er troupes giving a rendi tion of that drama of slavery days in different parts of the country. One of those wandering galaxies was compelled to desist in Lynch burg, Virginia, and in Richmond there were but twelve in the au dience. From the west side of West ytli street to said west end of Cedar street, said repairs and improvements shall be made by con structing bent work and planking the same to the width ot sixteen feet on a grade miming from the west side of said West 9th street when graded as above provided, to the, top of the planking on the roadway in Olney street in said City as laid out and re corded by John 3rcCIure, the said bent work and planking to bo done as follews: -Mudsills, 4 inches hy 12 inches K feet in length, shall he laid in the center of the street and at right angles to the line of it, and distant from each other fifteen feet from center to center; on eacli end and in the center of each mudsill shall be placed a post, in an up right osition and of suHieient height to bring the top of the planking up to said grade; the posts shall be V2 inches square, braces '2 inches hy ten (10) inches, hhall be firmly spiked to each Eost and placed diagonally upward from ollom to top across the posts, the posts shall oe fastened to the mud-il!s by .spiking. On the posts and at right angles to the line of the street, shall be placed caps twelve inches square and sixteen feet long, to be securely bolted to each post with iron bolts Jj of an inch in diameter and 18 inches long; upon the caps and at right angles thereto, shall be placed stringers as follews: One di rectly ovei each post and one between each outer stringer and the center stringers, the stringers io IhM inches by 12 inches and not less than 32 feet long, and the outside stringers shall be bolted to the caps with iron bolts as above de scribcd,and the inside stringers shall be firmly spiked to the caps. Planking not less than 3 inches thick and 12 inches wide, shall K laid on, at ric;ht angles to the stringers, and shall be spiked to each stringer on alternate edges of the plank, one spike to each stringer. Oil either side of the Toadwav thus constructed, snail be placed a rail 3 by -1 inches, spiked to stanchion 3 y 4 inches, and not over 7fect apart and three feet above the planking. All of said planking, cans, stringers, mudsills, "braces, rails and timbers to be of good sound lir timbers, and the spikes used shall be not less than six inches long. A notice is hereby given that unless a remonstrance signed by the owners of two-thirds of the property fronting on said portion of said street be filed with the auditor and clerk within ten-days from the final publication of this notice towic Tuesday, Jan. 23, 1SS3, the council will order said repairs and improve ments to be made.
