MALLEAN .Editor (jeed For a Starter. lx the senate last Thursday, Senator Slater introduced, a bill appropriating $500,000 to be ex pended under the supervision ot the secretary of war in the con struction of a jetty on Clatsop spit at the mouth of the Columbia river, Oregon, in accordance with a plan submitted by a majority of the board of engineers for the per manent improvement of the mouth of the Columbia river. The bill pro vides that the sec'y of war may or der such further examinations and surveys to be made at the mouth of the rivor and adopt such modi fications and changes as he may v deem proper. The estimates " for this work furnished by a majority of the board are that it will require $3,710,000 to complete it, and if allowance for contingencies is made, the position being one of great exposure, the total estimate is $3,300,000. The board recommends the construc tion of a jetty slightly convex to the north, extending from the l shore near Fort Stevens, in a northwesterly direction towards a point three miles south of Cape Disappointment. This jetty is to btop short of that point or be pro longed beyond it as experience may indicate to be necessary. Estimates are made on the basis of building the jetty of stone. A Djspeplic Missionary. Helen "Wilman" is the editor of a woman's paper :n Chicago the Woman's World, and is appar ently in earnest. Here is her latest: I am tired of tin old, snuffy and obsolete past, and of the peo ple ho cling to it. 1 am the apostle of the New. The sooner people die who have learned all they intend to learn, the better. I venerate nothing because it is old. That which is valuable in the past 1 shall carry forward with me into the future, but I shall never camp down by it, believ ing it to be better than the pro duct ot my own untried ability. There is only one thing in all this .universe i am ready to bwear by and stick to, and that is myself. Right here I pin my faith. If this "I" should fail, the world has dropped from under my feet. ifc"" Let me fasten tny own stake t securely in some niche of the re volving years that time may not annihilate me. I have nothing but myself with which to recog nize that which is outside of me. How shall I perceive the strength of others if 1 be not strong? "1" am in the seeing. I give myself through my sight. I must strengthen this self in order to tee what there is to be seen. The world drifts by him who sees - not. He only sees whose sight is backed by the man. The universe j? not to him who has no recipro cal power with which to meet it. Lot me then strengthen my own sight' by unswerving fidelity to self. Let all past forces contribute to me; let them aggregate to the center of sell". I want to see what there is to be seen. I want to sec tho godhood of man and the man hood of God; and I must be both God and man to do it. Now help me, all potent forces in heaven above, in earth beneath, and in the hells under the earth. Give me my own, I saj'. Yield up your withheld forces that are essential to the finding of this "me." This is my prayer; the only one I ever prayed or ever intend to pray. And may every other soul pray the same prayer for himself, backed by the will power that makes prayer irresisistible; then will the world hold men aud women in stead of worms and insects, as now. . If that isn't bosh, it is a very good imitation of it. What the woman seems to need is a juicy, broiled beefsteak, a cup of coffee, and then a breezy gallop over the Illinois prairie. When she got back she would Jeeljike eating a square meal and going to see her mother-in-law. She thinks she has a "mission," but it is only dyspep sia. The proposition to confine revenue reform to the internal revenue taxes will not be toler ated. Taxes on perfumeries, bank checks, patent medicines, etc are not the items from which tfce labor of the country demands rlif. XAKKIKH. Ih ttk city. Iec. 18th, ly P. JT. Fox, J.
