TIie following' ippo-t of iho meeting of the board of pilot commissioners nt Portland, last Friday, is taken from tlie Orego nian: The board met yesterday pursu ant to adjournment at Iheir office, No. 91 Front street. Present, J. A. Brown, president; N. Inger soll and J. H. D. Gray, and R. H. Buddy, secretary. Following is an epitome of the business trans acted: IIE.S0U"T10XS. Piesolved, That tiic pilot schooner J. C. Cousins is hereby designated as a pilot boat on the Columbia river bar pilot ground. . Resolved, That all branches heretofore granted to pilot? on the Columbia river bar are hereby revoked, to take effect December 1, 1882. APPLICATION'S DlPOSi:i) OP. Application of James E. Camp- bell as Columbia liver bar pilot. received and placed on fde. Bonds approved and branch is sued. Application of Geo. W. Woods for Columbia river bar pilot, re ceived and placed on file, and on motion the board ordered that when his bonds were received and approved, license would be . granted. Application of C. L. Hansen as a Columbia river bar pilot, re ceived and placed on file. Bonds not approved. Secretary in structed to inform the applicant to that effect. Application of Joseph Kichter' as a Columbia river bar pilot, re ceived and placed on file. Xo bondsmen. Application of A. II. Mathews as a Columbia river bar pilot re ceived and placed on file. Xo bondsmen. Application of F. C. Congdon as a Columbia and Willamcte river pilot, -received and placed on file. Bonds approved and branch issued. Application of W. A. Belts as a Columbia and Willamette river pilot, received and placed on file. Bonds approved and branch issued. Application of Geo. A. Pease as a Columbia and Willamette river pilot, received and placed on file. Bonds approved and branch issued. Application of Jas. T. Gray as harbor pilot on Willamette livcr. between Ross and Swan islands, received and placed on file Bonds approved and branch issued. It was moved and carried that the next general meeting of the board be held at Astoria, duo notice of which will be given. Board adjourned until Tuesdav the 21st inst. i:ur.rs -vxd j:i:gui.ations. The following rules and regu lations were adepted: . Section 1. The semi-annual meetings of the board shall be ueia at rortianct or Astoria as tiu board may direct, ten days notice of which shall be given in daily newspapers published in Port land and Astoria. 2. All applications for a license or branch on the Columbia river bar from Astoria to the ao.x, must be made to the board in writir." and state the applicant's name, place of birth, age and experience as a navigator and pilot on the Columbia river "bar, and 'must be accompanied by a bond in the sum of $5000 with good and sufficient sureties, conditioned upon the faithful performance of his duties as such pilot. 3. All applications for a license or branch on the Columbia or Willamette rivers from Astoria to Portland, must be made to the board, in writing and state the applicant's name, place of birth and experience as .master or mate on steamers or vessels, and must be accompanied by a bond in the Bum of 5000 with good and sufficient sureties, conditioned upon the faithful performance of his duties assuch pilot. 4. That on after the 37th day of November, 1SS2, all applications for branches, filed previous to the organization of the present board, shall be considered canceled; and any party wishing to obtain a branch, either as river or bar pilot, shall proceed according lo the rules and regulations now in force. r 0. The term "speaking a vessel"' ior pilot service shall be constiucd to mean either by the usual form of hailing, or if out of hailing distance and within one-half mile, then the usual code of signals shall be made use of. 10.
