Such an institution would be a good thing for Astoria. H. 1. Earhart, secretary of state, will soon commence the improvements contemplated by the recent legislature, of the capitol grounds. The Portland Flouring Mills company has organized, with a capital of 200,000. The intention is to build a largo steam flour mili in time to grind next season's crop. The Albany Democrat expects to see work begin in earnest on the Ya quina bay railroad next spring. It is a feasible project and its completion would be a benefit to the state. Matters in regard to the roadway seem to be unchanged. A suit which comes up for adjudication in the su preme court to-morow, may have something to do with determining the result. San Francisco is adopting some novel styles of advertising. One clothing firm announces that any boy buying clothes at that establishment will be allowed lo make a grab in a barrel of marbles and carry off all he can hold in both hands. We learn that Fort Canby parties are engaging in the manufacture of iodine, from kelp found in luxuriant abundance near that place. A speci inin of the raw material, forwarded to this office has been analyzed and found to be rich in iodine, which at present commands a high price. The commander of the revenue Btoamcr Corwin reports io tho depart ment concerning his recent Arctic trip. He saw clear water from Point Barrow, and thinks had he been pro pared ho could have taken the vessel eastward lo New York. The Corwin is now en route from Sitka to San Francisco. The British ship Nebo, which sailed last Saturday, was lcnorted twonty miles outside yesterday after noon, with fore top gallant, jib boom and all head sails gone, being carried away in a galo the night she crossed out. The captain said he would make San Francisco and put in there for ro pairs. Considerable discussion is going on in relation to "what good"' the new law is which taxes mortgages in the county in which they are recorded. It is at best an experiment; and, if ob noxious or detrimental, its strict en forcement will cause its removal. Nothing so quickly causes the repeal of a bad law as the rigid carrying out of its several enactments. The American ship Helicon, 1200 tons, Howes master, 157 days from Now York, arrived in yesterda;', load ed with railroad iron and general mer chandise. The British bark Zamora Camming master, 74. days from Brisbane, arrived in also. The Co- lorna arrived down yesterday, loaded with lumber for Hongkong. Rev. E. Walker and wife return to their mis sionary work on that craft. The Wilna has finished discharging and will go up stream this morning; the Astoria is loaded with 1850 tons wheat and will clear to-day. A Cannibal. John Boss, a tough looking charac ter, was in the police dock yesterday charged with biting the thumb of II. L. Havens, purser of the steamship Oregon, which sailed Sunday morning. Boss wanted to beat his way to San Francisco, and when tho purser undertook to put him ashore he was assaulted and in the ' fray Ross caugh Havens' thumb in his mouth and bit the flesh ftom the heme. The land of Cl.itsop county is des tined in time to bo extremely valu able, not only on account of its con tiguity to the &caport of Oregon, but on account of exceeding fertility. Jt is not adapYed lo grain growing, but is admirable for vegetables, root crops t and above all. for t-tock raising and dairy products. The forests consti- tuteairreat sourco of wealth. Thcvl embrace yellow fir, spruce and hem- j lock, and in size and extent compare favorably in the 1,000 square miles cf the counti-y's area with any body of timber in the world. Tho hemlock, jiarticnlarly, is not only valuable for limber, but it produces a superior quality of tanbark which, some day, will constitute a profitable export, be sides consumption for home manufac ture. The rivers Lewis and Clark, John Day's, Young's, and Klaskaninc afford excellent communication to thousands of acres of splendid land, which, when once reclaimed, will be an unfailing source of revenue to the owners. On Clatsop plains extensive work lias beun diligently prosecuted looking to the reclamation of a large portion of that valuable section. Dee Salmon The Tacoma News alludes to the factthat certain fishermen in the neigh borhood of Commencement bay are putting up dog salmon, and very properly protest against this soit of work. A local cannery tried that ex periment one season and being satis lied that by continuing so to do they would ruin the reputation of the Pu gct Sound fishers, have refused since to do so. Keep at it, Mr. News, until your fishermen stop the business of putting up dog salmon. What with Hittel's Commerce and Industries of the Pacific Coast, giving Oregon credit for all the salmon packed on the Washington Territory side of the Co lumbia river, and unprincipled and avaricious pot hunters of the finny tribe, palming off an inferior articlo on distant maikets with Washignton Territory brands on tho packing cases, the reputation of this particular re gion is likely to suffer. V. .lackaou, found guilty of hose stealing on three separate charges, was arraigned for sentence in tho state circuit court ycsterda3.
