Sur, who has been visit ing friends for the past month, will leave on Friday for her homo in Mc Minnville. In every quarter of the city build ers are busily engaged on outside work, making the most of tho present beautiful weather. --The Gen. Miles was loading at the O. Tt. it X. dock 3estcrday after noon, and goes to Cray's Harbor at seven o'clock this morning. Gov. Moody last Friday appoint ed Judge R. S. Bean, Rodnc3r Scott, Asahcl Bush and Henry Failing re gents of tho State Univorsity. A now comet has been discov ered eight degrees of the large one that now presents such a magnificent appearance in the southeastern sky. Iter. J. V. Milligan goes to Port land this morning, and will probably remain over Sunday. Bev. Winfield Scott will preach on Sunday at the Baptist cliurch. Mr. Job Ross, yesterday showed ussomo fine English walnuts, that he had just plucked from a tree which he had set out some eighteen or twenty ycare ago. They are sound and sweet and well illustrate what Clatsop soil can do. Capt. Chas. F. Powell was among the passengers on yesterday's incoming steamor. The report of the late visiting board of engineers will be mado up and handed in to the depart ment by the time congress meets, next December. The bill creating the sixth judi cial district passed both houses of the legislature. It comprises nil the coun ties of eastern Oregon, excepting Wasco, which remains in tho fifth, and has added to it Washington, Clatsop, Clackamas and Columbia; Multnomah comprising the fourth district. From a gentleman who came down from Portland yesterday we learn that J. H. Mitchell was given a reception and serenade at the Esmond Inst Mon day night. Conspicuous in the pro cession was a transparency, "Dolpli in '82; Mitchell in 'S4." He and Mr. Dolph made a few remarks, and were applauded. The W. H. Starbuck had been outeido tho bar since the 5th. She is one of the finest vessels over in this port. The houso flag and the Ameri can colors were at half mast, on ac count of the death of tho captain's wife: of which sad event we gave an account some time ago. The flag on tho 0. R. & X. Co.'s dock was also half-masted upon the vessel's arrival. A man in Portland has invented a now fastening for horso-collars. It is lucky that the horse's collar does not fasten to a button in the back of his shirt, because if it did, judging from human experience, when it had flown off after he had broken his thumb-nail trying to crowd it into a new buttton holc, he would just kick tho stuffing out of anything he was hitched to, even if it was a freight car. On his person was found $3.00, and a ticket, aw worn by the action of the water as to bo unde cipherable. The Bar Tugs. Astoju, Oct. 24. 18B-J. En. ArrfOKiAN: I have no desire to speak disparag ingly of any enterprise calculated to develop or facilitate business at this port, and especially if such enterprise is intended to facilitate the dossing of ships in and out over the Columbia rivor bar. f like, however, to see fairness and impartiality tn public sentiment regarding pilotage and tow age, as in other business pursuits. That a wrong impression has ob tained, and many false statements have been made, in regard to the ef-J ficieucy of the tugs which have been doing service- .n the bar, has been pretty well demonstrated m the cose of tho American ships Starbuck, and Wilna, which arrived iu to-day. Both these vessels have been outside tho bar with pilots on board, the former about three weeks, the latter not quite- so long. The Starbuck had one of Capt. Flavel's pilots on board and the Wilna one of tho schooner pilots. Now, the papers of the interior have been con stantly asscriiiig that the only reason why ships could not get iu and out, was that there were "no tugboats here worth anything. As soon as a proper tug was placed upon the bar ihere would bo little or no trouble." We have not seen a day 3ince the arrival of the Pioneer but what there has been one or more vessels outside waiting to come in, or inside waiting to cross out, but the papers have had nothing to say. The truth is, when the bar is smooth and there is sufficient water, one of these tugs can take a vessel in or out, and when there is not a favorable op portunity no tug iu the world can doit. To-day there was a good oppoi tunity to see whether the Pioneer eould boast of any geat .superiority a- both ships were loaded, drawing 22 feet, were about the same size and came in about the same time, the Columbia with the Starbuck, leading, and in creasing the distance between them considerably from the bar to anchor age in the harbor. Fair Pi.w. The Standard says there is talk again of citizens organizing :i igilancc committee for the purpose of protect ing persons and property in Portland. While flic police are doing all they call to apprehend and bring to justice all offenders, the latter do not ifppear to bo the least bit checked, and it is thought that summary punishment meted out to some of them would have a salutary eliect.- When tho Queen of the Pacific arrived in yesterday morning the pas sengers reported the Wilna coming in, and the Starbuck eight miles outside. Observations with a glass soon showed that it was the Starbuck that was coming in, and as the Columbia had her in tow, and the Wilna was in tow of the Pioneer, there was consider able interest as to "which would beat." The Columbia aj-rived in first, the Starbuck anchoring "off the O.R.Sr X. dock. The Pioneer came in a short time afterward. Considerable interest was manifested in the event. Emtei: A.-tokiax: Many think this county is not lit for anything In the way of agriculture, and there is no inducement for any one to take land in the county. This is not eo, although men having capital can find places where farms can be mado quicker. To settlers on open country some capital is necessary at once to buy team, lumber for building, food for the first year, etc. If he has not some the settler is barred out. Here on any lf0 acres is always found plenty of lumber for a house and he can shelter fyimseif and family in a day, and can make a good house with little besides his labor, in a short of well timo. There is no expense digging or hauling wood for milts, fence lumber is abundant. Any of the claims will keep two or throe cows at the beginning before any clearing has been done, whatever amount of timber there is on it, and it is only necessary to underbrush and deaden timber and sow gfaas seed to enable the settler to keep quite a dairy. Grass grows well any where in the county and cows will harvest it among logs and roots. For winter, until a clearing for a meadow is made, bran and shorts can be fed cows, upon which they will do well without hay where they can browse. They will pay their keeping in winter if thus treated if they are giving milk. A settler hero can also make and sell shingles until a start is made towards a dairy. Dairying is the only thing at which anything can be made in the way of farming, and will be for some time in this count'. It is a mistake to try to clear land for the plow, to any extent But for dairying this country is par ticularly good in many ways. The worst drawback is the roads. It ia a hard place to make roads and keep them in good shape, not only on account of soil which is particularly good for making sticky mud about six feet deep when it rains, which it often does here. It is also bad on account of the apathy of the majority of the people, who arc most ly settled on navigable waters which answer every purpose of a road to them, and they care for nothing more. Many, of them oppose having a road laid out near them, for fear they will be called on to help keep it open. For the benefit of those who have taken claims back from the water, or those thinking of doing so, I write the following, which 1 got from some of the best lawyers in the state: l3t. The law requiring a road to be open in a certain time, refers to roads through improved lands where lawful obstructions, fences and the like, are to be removed. Where no such lawful obstructions exist the road is open as soon as surveyed, and declared a road hy the county court, and a petition ia necessary to lmve it abandoned be fore such road can be lawfully closed, by any one on it, afterwards. 2d. The surveyor and viewers do not locate a road; that is done by the county court. The survej'or and view ers are the means by which the court learns about the country through which the road is to pass. ltd. Roads are located by known peints: these points ma3' be miles apart, and imly pointing to a general direction. The road is supposed to take the best known way between these point, and it makes no differ ence where 'the surveyor went or the viewers, excepting at the poiuts named, as they only went to deter mine the feasibility of a road. 1th.
