Chittenden, writing for tbe "Resources of Oregon and Washington Territory,' from the cabin of the- Yaquina, last April, "says, as the vessel went over the bar and stood to pea: '"Sailing southward, Oregon first presents some ten miles of lowlands, occu pied chiefly by. dairymen. The Seaside hotel, a favorite resoitof the Portlanders and Astorians, built by Ben Holliday, is situated here. Soon the -coast mountains confront the oceau, rugged and thickly wooded. Tillamook head light, standing sentinel upon a huge rock, one mile and one-eighth from the shore. During a severe storm about a year ago, the work . men then engaged in erecting this lighthouse, heard loud cries of dis tress a,'d through the darkness could just discern the outlines of a ship, dashing helplessly upon the locks. In the morning the beach was strewn with the wreck and the dead bodies of the-officers and crew, not a soul surviving to tell the story, of that awful night Next the mouth of the Nehalem, where excellent coal has recently been discovered, then a long stretch of magnificent beach suc ceeded by a bold, rock' shore to Tillamook bay, forty-five miles from the mouth of the Columbia. This is a fine body of water, about fourteen miles long and six miles wide, almost completely land; locked, full of salmon, bass, clams, crabs and other fish, its shores thickly timbered with spruce and fir, abounding with elk, deer and . bcai. There are about twcnty-fiC American families, and a small remnant of the Tillamook tribe of Indians living immedi ately upon the bay, and a large settlement occupying an extensive opening on the south-east side. They arc engaged chiefly in dat ing, lumbering and stock raising. There is a considerable body of surveyed go eminent land bjing to the north and east along the western slope of (he .const range, which, though much broken, will affoid many desirable situations for tho3e seeking homes in' Orc- " extorted in this manner, is not sup posed to bo applied to what may 1 be regarded as legtimato party purposes; it is applied to the build ing up of a ring or clique inside of the party. The strict machine politicians who talk so loudly about party fealty, never hesitate to give secret aid to the Demo cracy, rather than permit the suc cess of Republicans whom they do not like, as often shown by the Xew York elections. The Demo cratic machine . men act upon a similar rule-or-xuin polity. If the disbursements of cam paign funds could be thoroughly traced, some surmisinc: results would certainly be reached. It would be found that thov are not always applied to the advance ment of-the interests of the party which contribute them. To do away with the whole system and nruvuiii uiu uauunjuHujmuiiinn'ia as lar as possible, the growing j body of civil reformers are devut j ing their energies. They are de-! nounced as "impracticable" and "Utopian"' in their ideas, but, after all, they are asking for nothing more than common honesty. They are striking at the very root of the corruption which afflicts politics; they are seeking to obliterate the trained army of office-holding poli ticians and restore that popular control over public affairs w hieh can only exist when there is free dom from coercion, and when an official cannot be deprived of his position because he does not ac knowledge loyalty to a '-boss." The tariff upon federal office holders, as fixed by the Congress ional committee, appears to be two per cent of their silaries. This first demand is for the probable purpose of helping Cameron in his desperate struggle in Pennsyl vania. Other levies upon the in comes of officials will doubtless come in rapid succession. Tf men want to give their money to help ajpolitical party it is a matter that concerns none but themselves. Office-holders, who make a living by the hejp of a party, can well afford to contribute sometmng towards its campaign expenses. But the corrupting system which has long prevailed cannot be sup- sported with such plausible reasons. The demand is of such a nature that loss of position would prob ably follow a refusal. Salaries have, for the most part, been ad justed with regard to the demands commonly made b p irty mana gers. In' public serrice, men are 'usually paid more than they could receive for similar services in pri vate life. Thus are the people in diregtly .taxed to supply party, "funds; fo-pay the hire of-stuiupers, for free whiskey for loafers, to se cure disreputable ''work" forthe bosses who manage ' the machine. The surplus of reve nue is so great that there is no ex cuse lor neglecting to retrench, and the most natural way would be to lower the tariff on goods im ported from foreign countries. But that interferes with the mon eyed interests of the east, and it will not bo done until the seat of political power is transferred to the west.
