There has been talk in some quarters about the necessity of creating a tribunal to take the settlement of contested cases out of the hands of Congress. Certain non-partisan journals .have advo cated such a plan, and there is much solid truth in the reasons assigned for it. "Congressmen . simply voto the party ticket in de ciding a contest without regard to right or wrong. This is done in .so cynical a manner that it seems as if members of Congress had lost all feeling of the moral ob liquity of it, and as if the strong est appeals to the higher motives of action were and would remain unavailing. It is very evident thai; under such circumstances Congress is not the proper author .. it' to decide contested election cases, and that in order to secure justice and to arrest the infection of such demoralizing practice, it will be necessary to look to soiiip judicial tribunal outside to which such cases can he submitted with the assurance that evidence will receive its duo weight, and that the man justly entitled 10 the seat will have it, no matter whether his party is in a majority .in Con gress or not." This is all very well, but the question is where are we to find the tribunal lifted above and beyond the political iiifiuenrpc that control Congress. It has been pretty clearly demonstrated that the Federal Judiciary does not come up to that standard, and one of the strongest arguments for Democrats against Judge Davis' supreme com r bill wn the fact that President Aithur, an in tense partisan, would likely ap point all those judges from men oi his own ilk. We had a lesson the people will not be tlow to forget in the tribunal created m settle the contested election between Hayes and Tilden, when the jjidges taken gowns and all from the su preme bench, twisted the same point both ways one. way in Oregon, the other way In Florida to suit party 'ends. CAMEnox,of PennsylvaniajScnis to be carrying ont the John Kel ley programme of New Voik, the one which elected Garfield. If he cannot rule he wilt ruin. After the Independents made their gal lant stand and put out an emphatic platform denunciatory of abuse, Cameron said: ."It is war to the knife; the knife to the hilt." He added dramatically that he would put the knife into them and turn it around. 'I dwi't intend to be beaten: 1 elected a Democratic United States senator once before and I'll do it again if 1 am to be beaten." With such a spirit as this no one conversant with the situation in Pennsylvania ran look forward to compromise. And of such is bossism. Tt should be crushed; no matter wiiat it be called, no matter what political livery it wears in which to serve the devil of discord, it must be grappled with and flung to death, if the nation would be free. Peecisely' upon what grounds, other than the general imbccilit and heartlessness of Ottoman ad ministration, the Sultan is placing impediments in the way of the Russian and Roumanian Hebrews desirous of emip-ratinjr to that land which is once more a Land of Promise, it is not easy to under stand. These Jewish" populations are peaceful "and law-abiding, and no such perils need be apprehen ded to his crumbling power as it has encountered in the provinces where the Russian agents have so successfully prosecuted their propaganda in the sacred names of religion and ctKnologv. As hardworking and frugal folk they should be particularly desirable subjects for a ruler whose only idea of public -administration con sists in extorting taxes and ex pending them.
