non-partisan journals .have advo
cated such a plan, and there is
much solid truth in the reasons
assigned for it. "Congressmen .

ciding a contest without regard to
right or wrong. This is done in
.so cynical a manner that it seems
as if members of Congress had
lost all feeling of the moral ob
liquity of it, and as if the strong
est appeals to the higher motives
of action were and would remain

Congress is not the proper author

justice and to arrest the infection
