Tho Washington Territory Insane Asylum now contains one hundred and seven patients, the highest num ber yet attained. Of these, twenty five are women and eighty-two men. Tho number of pitients coming from the eastern counties lately has been quito 'large. The 'Asylum contains one inmate for every seven hundred and fifty inhabitants of the Territory. It must ba perplexing to the nverago Mongolian to be given to understand by somo city officials that they can whoop it up and burn powder, and then to bo fined by other city officials for doing so. John says "Me no sabee." W. R. Dean died at his home, near Skipanon, on tho 19th, having been failing in health for soma time past. Ho was about fifty years of age. Ho was a pioneer on this coast, having settled at Nehilem about 1865, where he Hied till a year since. He was known as an upright, energetic, intel ligent man. In 1876 he was a Joint Ropre3entative from Clatsop and Til lamook counties. The funeral will be hi Id on Clatsop at 1 r. M. today. Tho Standard thinks that the whole secret of this Siato making business at the present session of Con gress is based on the purpose to create strength for the Republicans in Con gress and for tho next Presidential election. It is a sort of settled thing that all tho new States generally give a Republican majority; and tilled with foreigners, too; while in the Southern States, where" thero is the smallest percentage of foreign born to native citizens, Bourboniam is in the ascend ancy. Somo of tho finest timber in Washington Territory can be found near tho headwaters of Nootsack river; and some of tho finest openings for manufacturing every description of wood work can bo found there. About three miles back from Bellingham bay is a lake about twelve miles long,, averaging two miles wide, partly sur rounded by the mountains. This lake is 300 feet above tho level of tho bay. 4t has only ono outlet, which empties into tho bay at the town of Whatcom. This outlet, which is called Whatcom creek, falls 200 feet within a milo of tho lake, forming"abont a dozen mill sites. It then meanders through al most doad levol ground for about two miles, when it has another fall about a quarter of a nvlo. from the bay, and another of forty feet close to tho bay. During the firt week of February, wo letrn from th Congressional Rec ord, that Senator Grover introduced tho following four bills: S. 15. No. 1,027, making an appro priation for tho improvement of the month of the Columbia river, in the State "f Oregon and the Territory of Washington. Bo it enacted thst the sum of $500,000 be, and the sanio is hereby appropriated out of the mon eys iu the treasury not otherwise ap priated, to be expended under the di tion of the Secretary of War, for the improvement of the mouth of the Columbia river, in the State of Ore gon and Territory ofWashington. S. B. 1,028, making an appropria tion for continuing the construction of the canal and locks at the Cascades of the Columbia river, in tho State of Oregon. Be it enacted, etc., that the sum of 0750,000 be, and the same is hereby appropriated, to be paid out of any money in the Treasury not otherwise appropriated, to be expended under the direction of tho Secretary of War, for continuing the construction of tho canal and locks at the Cascades of the Columbia river, in the State of Oregon. S. B. 1,029, making au appropria tion for continuing tho improve ment of the mouth of Yaquina bay, in the State of Oregon. Be ifenactud, etc., that the sum of 200,000 be, and the samo is hereby appropriated, out of any moneys iu the Treasury not otherwise appropri ated, to be expended under the direc tion of the Secretary of War, for con tinuing tho improvement of mouth of Yaquina bay, in the State of Oregon. S.B. 1,007, inakitig an appropria tion for the" construction of break water and harbor of refuse at Port Orfurd, in tho Stato of Oregon. Be it enacted, etc., that the sum of 250,000 be, and the same 13 hereby appropriated, to bo paid out of any moneys in the Treasury not otherwise appropriated, to be expended under the direction of the Secretary of War, for the construction of a breakwater and harbor of refuge at Port Orford, in the State of Oregon. Senator Grover, when introducing the abovo bills, had them read the first time aud laid them on the table, for the leason that he desired to sub mit some remarks on them before re ferring them to the committee on commerce. The Snow. Tho skies that flushed in sunset splendor and deepened into the steely glitter of a winter night wero over spread ou Sunday morning with a fleecy vail of gray clouds that, floating in from the north, by nightfall had begun to sprinkle snow. AU night long it fell, and on waking yes terday morning, all out door objects had assumed tho strange and fantastic shapes, that snow wreaths gho. The old half-forgotten sleds and sledjcs cutters, bumpers, and everything else that goes on runners were brought out, and by ten o'clock everyone that had a chance was out with jingling sleigh bolls. If it would but stay cold enough to freeze hard and dry, tho streets of Astoria are the finest in the United States for good sleighing, but, no sooner does the" snow coino silently down, than the warm breath of the Pacific melts it.
