Flashes from the Wires. nr MAIL AN1 TELEonxrn As far as it has gone, Secretary Witidoinj management of the treasury is a success. The failure of the refunding bill at the last session of Congress made his po sition difficult and perplexing. He found that 8103,000,000 of the old six per cent bonds would become redeemable on the l&t of July, 1SS1, and thai no provision exist ed for their redemption. The treasury could count on a surplus of only $150,000.01)0 for the pur pose, which was not sufficient should the whole amount of bonds be presented. In this emergency it was resolved in cabinet that the secretary of the treasury might and should tender to the holders of ths old (is offered for redemption either the ai'-b, as far as that could go, or to o:itiiiue the 0s at 'j per cent interest, redeemable at the pleasure of the government. This has proved so satisfactony to the holders of the old Gs that up to the close of business on the 11th, 0 per cents to the amount of $143,955,3.30 had been offered for continuance at the rate c.i ol per cent. The prospect at this time is that not lees than SISO.000,000 of the 0s will be exchanged for the 3i per cent bonds, and probably the whole amount, -195,000,000. Should the entire amount be ex hausted, it will work a saving of $1,875,000 annually on the interest account. There are still outstand ing and nearly due 500,000,000 of 5-per cents, that may be called in and redeemed at the option of the government, or such part of them as the treasury has means of re deeminsr. It is determined bv the secretary that the above 150,- 000,000 surplus should be held for that purpose. If, then, the entire amount of Gs, 195.000,000; shall be exchanged for the 31 bonds, and the $150,000,000 surplus cash be applied to the redemption of 5s, the interest account will stand as follews: Saved by exchange s 4.873.000 Saved by redemption orlM).0W, O00 old 5s 7.500,000 MISCELLANEOUS. Neither Conlding nor Piatt is a candidate for re-election. The dispatches arc all anti Conkling. There are no longer any Conkling members of the re publican party. But it is doubtful if the bond upon which the refunding bill insisted, 3 per cent., for a short term ol years, could have been floated at par to the extent of $003,000,000. On the whole therefore, the secretaries plan is the best that could have been adopted, and merits the ap plause of a grand success. Present Wl'eal Supply. It was not expected that the action of Conlding and Piatt would be received unanimously any more than that the course pursued by the President would be wholly indorsed by the people of the Nation.
