The very intelligent views ex pressed by Attorney-General Armstrong of the Hawaiian king dom, as reiKHted recently, in rela tim to tin; class of immigration which the islands neeileil, and to tlH! deleterious effect the Chinese have upon tlie country, will com mend themselves lo the people of this coast, and cannot fail to have a -rood eflect at the east. Mr. Armstrong is peculiarly fitted to sjieak intelligently and in a man ner to command attention on the subject, for lie shows no prejudice hi Mich matters. They treat all colored or inferior races with more kindness and consideration than almost any; ratification of the new treaty, by the "bill prejntred by Mr. Davis to restrict Chinese immigration, he ought to liave the support of his party in congress and the public sentiment of tlie cast on that bill. In spite of the marked improve ment which has taken place in trade, and of the. greater conse quent facilities tltcre are for ob taining work, the state of many of the poorer classes in the country is one way still far from satis factory. The long trade depres sion which we Imve gone through is visible among tliem in iu effects. It has done umeh to exhaust the resources of the iioor. Winter with many of them is always a time of struggle and Itardship. The summer's wages do little more tlmn clear away the last winter's arreurs. When rent has been paid up. when shop debts have been settled, and when goKls out at pawn have been redeemed, there is not much remaining over to begin the next winter with. It is thought enough if tlie two seasons f the year can be made to balance- At the return of each winter the same j round will be recommenced, and the season will be tided over by the same arts as before, and by the same sacrifice of the future to the demands of the immediate present. It is a hand to mouth method of existence; there is no progress, wo approach to independence.
