Ci gJxs g'ptiXa Qstaviim. ASTORIA. OREGON: d.-ciiieixxi. Emtor. A'STOltIA J i:xe 21, 1S7J). American tteef in England. In spite of the impediments- to the landing of fresh me:it and live cattle in Great Britain, the shipment of these products from our own shores are steadily increasing, ijromoted bjr low prices and exceptionally cheap transportation. Contracts have re cently been made in Chicago for the delivery of fresh beef at Liverpool at a cost of thirty-four cents per 100 pounds which will permit the sale of the meat there at 57 cents per pound. While it is not to- be expec ted that freight rates will, always be- as low as this, the present facts are high ly encouraging. The price of beef in Chicago is now a normal one, and the freight may be considerably higher and yet permit a profitable export trade.. If the difficulties in the way of sending cattle abroad, which are now felt, should lead to a greater ex tension of the facilities of carrying meat, and direct the attention of ship pers more exclusively in this direction. it might be betterfor the trade. At all events, this business will con tinue and enlarge. American beef has practical!' no other com petition in British markets than with British beef. At the price named, or anything like it, the de mand will exceed very much its pre sent dimensions; and it is confidently asserted that the price of beef on bunch grass in Oregou and Washing ton can be considerably reduced by more economical modes of production and care. That this new traffic has all the elements of success and permanency is the belief of those who know most about it, and who prove their faith by putting their money (and a good deal of it), into the business. Our Xalioial Quarantine On the national quarantine bill, 3v.hiGh.JS-a .matierof great interest to ship-owners and merchants, the Journal of Commerce remarks: ".No more important and far-reaching measure has received the as sent of congress in years. It is extraordinary not only in its im mediate extension of the central power over certain rights and du ties hitherto exclusively assumed by the states, but still more as an entering werlsre for other encroach ments. Every word of it is fraught with meaning for the po litical! and publicist as well- as for the ship-owner and merchant. The bill is so artful and insiduous in phraseology that probably some congressmen who voted for it did not catch its entire purport. On its face it looks "innocent enough. It might be mistaken by the care less readers as something merely auxiliary to- the local systems of quarantine now in force. But it is far more. Under it anv existing quarantine establishment may be set aside. Even the one in New York the model of its kind, will hereafter live only on sufferance, lor the national board of health would have only to declare that in their opinion the New York quar antine is insufficient and it would then.be the duty of the president to order the board to frame additional rules and regulations or the emergency. The enforce ment of these would devolve in t'he first instance on the local authorities. But if thev failed to enforce them, of which the presi dent would be the judge, the duty would then be assigned to federal officers. . It rests wholly with the national board of health and the president to replace every local quarantine system and agent with those of the federal choice." CARROLL ONCE MORE ON DECK OF A STEAMER, AND WILL MAKE HEADQUARTERS AT ASTORIA. R. I. Hurac'H Steamer Alexander Duncan Expected. We are in receipt of private dis patches from San Francisco yesterday informing us of 7u very important mat ter, fraught with interest for this por tion of Oregon, and the adjacent ter ritory of Washington. The Asto rxak has'for years past put in a word now and then as it could, favorable to steamer traffic between this port Grays-harbor, Shoalwater-bay, Tilla mook, Suislaw, Umpqua, Coos-bay, Rogue-river, etc., etc. It has been a sort of humiliating spectacle to us to watch the fact that at nearly every port of the least consequence all along the coast of California there were regular lines of steamers, and Oregon had none, knowing that so far as fertility and the natural resources of the coun try were concerned, Oregon is the best country of the two. We endeavored to get Messrs. Goodall, Perkins & Co., and others interested, but to no pur pose. Now the want is to be sup plied by Mr. R. D. Hume, and the steamer Alexander Duncan, Gapt. Carroll in command, will leave San Francisco for Astoria, to arrive on or about July 3d, for this particular bus ness, and she will make Astoria her headquarters. Of the Duncan we need not make extended mention. She is a well known, and a favorite steamer. Lately she has been materially im proved, and is specially adapted to this trade. The Astoria public can well afford to give her a cordial recep tionr when she comes. SEW ADVERTISEMENTS.
