Judge Bellinger has decided that the city council of Astoria has no au thority to impeach and remove its mayor, and he orders the city of Asto ria, and the members of the common council, to restore W. W. Parker to all the privileges of the office of May or. The point upon which the decis ion is rendered is the constitutional one that a public officer cannot be im peached in this state. It is constitu tional for the courts to determine causes of this nature in Oregon. The fire alarm last night was the greatest success of the season. The time will very soon ar rive when Astoria will require" first-class works of this kind, and to secure first class works let us have no second-class to oppose the coining. Baltes, one of the Cabinets t3'po friends, away off in the office of The Astorian, at Astoria, Oregon, sends us one of his efforts in the brass rule line a representation of his salmon-catching apparatus and ifc may be seen in our job specimen de partment. It seems that Bro. Harner, of Taylorville, in his original and very ingenious efforts in this line, is waking "the craft" up all over the country, and is showing printers what they can do with simple brass rule. When printers get started in the way of improvement in one direction, it is calculated to make them improve others, and in this way is doing much good to the fraternity. Knights of the Cae. Miss Josephine C. Bates, sister to NMr. F. S. Bates, of Riverside, re ceives the following compliment in a Philadelphia paper : Miss Josephine C. Bates, in the Larghetto and Finale of Choppin's F minor concerto, made a pleasant im pression, and at the end of her per formance was rewarded with applause and flowers from the audience, .and with what, she, perhaps, valued more, the approval of the conductor. It was no slight task for a young lady to play a concerto with the Thomas or chestra at a Philharmonic concert, and she is to be congratulated on the re sult of the undertaking. Miss Bates is a graduate of the Con servatory of Music, Berlin, and was a favorite pupil of Kullak, who is, since Tausig's death, acknowledged to be the greatest piano teacher of Germany. Miss Bates' first, and as yet only pub lic appearance in this country as a so loist, was in Boston, when her per formance was favorably noticed by the " Hub " critics.
