There is one clement in the Sbome -instruction of boys to which, stays a Boston paper, too little at tention has been given, and that is the cultivation of habits of punct- ualitv, S3"stcm, order, :ind responsi bility. In too many households, i hoys from twelve to seventeen are too much administered to by lov ing mothers or other female mem bers of the family. Boys' lives during those years are the halcyon days of their existence. Up in the morning just in season for break fast; nothing to do but start oil' earl enough not to be late; look ing upon an errand as taking so much time and memory away from enjoyment; little thought of per sonal appearance except when re minded by mother to "spruce up" a little; finding his wardrobe al ivays where mother puts it in fact, having nothing to do but enjoy himself. Thus his life goes on until school ends. Then he is ready for j business. He goes into an office vhere everything is system, order, precision. He is expected to keep tbinirs neat and orderly, sometimes kindles fires, file letters, do er rands in short, becomes a part of a nicely regulated machine, where everything moves in systematic grooves, and qach one is rcsposible for correctness in his department, and where, i place of ministers to comfort, he finds task masters, more or less lenient, to be sure, and everything in marked contrast to his previous life. In many instances the change is Hoo great. Errors become nuraer ous; blunders, overlooked at first, get to be a matter of serious mo ment; then patience is overtasked, and the boy is told his services are no longer wanted. This is his first blow, and sometimes he never ral lies from it. Then comes the sur prise to the parents, who too often never know the real cause, nor where they have failed in the train ing of their children. What is wanted for every boy is to have something special to do; to have some duty at a definite hour, and to learn to watch for that time to come; to be answer able for a certain portion oflhe routine of the household; to be 'trained to anticipate the time when he may enter the ranks G'f 'business, and be fortified with habits of en ergy, accuracy, and application, often of more importance than su perficial book "learning. vDhe Virginia senate has ad- dopted, by a unanimous vote, the extraordinary series ofimllification resolutions winch -were recently presented to that 'body. These resolutions assert the broadest possible view of state sovereignty. They deny the right of the general .government to protect a citizen in life, liberty or property, or the exercise of rights where the state claims jurisdiction; declare the legislation which has grown out of the constitutional amendments to lbe jiuD and void; deny the right of the general government to en force the 'decisions of its own judi K'iiaiy where the -state interpose its vote, etc., etc These fulminations are quite as effective as a bull -against a -comet, but coming in the -unanimous voice of the upper 'branch of the Virginia legislature they are instructive indications of .the tendencies of southern senti- inient.- Eftf OFFICT&Ii. Pacific county, W. T. Commission ers court held February 3d to 6th, 1879, present, Martin Stickles and John Davis commissioners, and John R. Goulter, clerk. Ordered, that the poll road tax of Robert Sestren for the year 187S be stricken from the tax list of 1S78 for the reason that he paid double poll road tax for the year 1S77. Ordered, that the petition for sur vey of Brookfield and Grays river count road be granted, and the coun ty surveyor is hereby instructed to survey the same and report to this board at its next session. Ordered, that the report of the viewers appointed to extend the TJrook iieid and Grays River cunty road to E. Millei's house le approved, and said road is hereby declared a countv road Ordered, that the petition of resi dents of 2orth river road district !No. 7, for the location of a county road from the north line of J. B. Rose's land to a slough near J. Johanson's house be granted, and John 13. Rose, Johannes Johanson. and John Benson be ap'Hmited viewers to locate the same and report to this board at its next -session. Ordered, that the report -of viewers relocating and extending ceunty roads near Skinners Bute be approved, and said road is hereby declared a countv ! road. Ordered, that the settlement of L. H. Rhoades, supervisor of Bay Center road district Xo. JO, A. T. Stream, supervisor of Toke point road district jSo. S, Win. Axford, supervisor of Bruceport road district No. 5 and Johnl)avis, supervisor of the Knapp ton road district No. 10, be accepted. Ordered, That the petition of citizens of Tarktt road district, No. i) and vicini ty for the grant on certain conditions of twenty feet of the Tarlett county road to a company for the building of a tramway be not granted, the proper legal measures not having been taken in the premises. Ordered, That the petition of citi zens of Chinook road district and vi cinity for the appointment of viewers to re-locate the county road, running from Chinookville to Knappton, and to locate a county road from the set tlement on Chinook river, near A. B. Church's farm to intersect the beach on Baker's bay, in Chinook rmd dis trict No. 4 be grained, and A. B. Church, E. J. Ford and R. G. Davey be hereby appointed viewers to locate the same, said viewers to meet at the house of A. B. Church, on the first Monday in .March next, for said pur pose, and it is further ordered, that :is soon as the supervisor of road dis trict No. 4, shall report to this board that the road from A. B. Church's land to the beach (hereby ordered lo cated) is opened and traveled, then all portion of the present county road lying between Chinook river and the point at wliich the road to be located hereby from A. B. Church's farm to the beach, intersects said county road leading from Chinook -river toj Chinookville, shall be by this order vacated, and it is further ordered, that the petition for vacation of that portion of the county road leading from Chinookville to Chinook river, not herein ordered vacated, be not granted, provided that previous to the order for view of said road be ing issued, the bond required by law ic filed with the Auditor. Ordered, That the taxes, interest and costs now due on the W. A of N. W. j of Sec. 4, T. 14, N. R. 11 W, be divided into two equal portions, one half to be anportionod to the north half and the other to the south half of said land, Ordered, That the petition for the appointment of three disinterested householders to view a county road commencing at a point on the creek south of M. S. Griswold's claim in Bruceport road district No. 5 to run from thence in a southwesterly direc tion to the gulch north of J. N. Starhs house be granted and John Cortell, Harry Finley and J. A.
