Senate passed the anti-Chinese bill on a vote of 39 to 27. New York, Feb. 15. Under the eecond decision of the supreme court against polygamy a formidable move ment has begun against the Oneida community of this state. A com mittee was appointed to examine and report a practical method of proceed ing against the community, which numbers five hundred persons and owns several millions of property. New York, Feb. 15. GENERAL NEWS FROM EUROPE, AND THE CONTINENT. THE STRIKE IN LIVERPOOL. Liverpool, Feb. 15. The strikers' delegation this morning propose arbi tration to ship owners, in the mean time resuming work on the old terms. This the owners rejected, but agreed to arbitration provided the men re sumed at proposed reduction. The matter now awaits decision of strikers. The 27th regiment at Ceylon is ordered to the cape of Good Hope as soon as transportation can be obtained. It is hoped that the regiment will reach the cape within a fortnight. A portion of the force at Candahar has been ordered to retire to Pisheen. Madrid, Feb. 15. Two British ships for Barcelonia from the east are quarantined at Fort Mahon.
