Unfortunate Ronmania.
A comical intermezzo in the "bloody
drama of the eastern Avar is presented
"by the attitude and "behavior of Ro
mania. Placed, as its ill luck would
have it, in the very centre of all the
conflicting interests and passions that
rage around it, the position of this
little country reminds one of the cele
brated rope dancer Blondin, crossing
the Niagara falls. Jammed in be
tween Turkey against which it has re
volted, Russia, its big ally whose
friendly grip at times bears upon it
with an alarming resemblance to a
pair of manacles, and Austria, the pol
icy of which power is still unfathom
able, and which alternately smiles and
scowls upon its lilliputian neighbor
the situation of Roumania is indeed
far from comfortable, and its states
men and diplomatists, if it has any,
are called upon to display a consider
able amount of subterfuge, cleverness
and dissimulation.
At the beginning of the war, prince
Charles of Hohenzollern, the Domni
tor, seems to have indulged in very
Ambitious dreams as to the future of
his realm. It appears from informa
tion which reaches us from a responsi
ble diplomatic quarter in Vienna that
a combination was proposed hy Russia
in accordance with which, at the close
of the war, Roumania was to be pio
moted to the rank of a kingdom, and
to receive as a reward for its active
cooperation with Russia possession of
the trans-Danubian province of Bul
garia. This proposition, backed by
Germany, met with a most decided
opposition on the part of Jie Austrian
government, which naturally did not
care to see a new Slavo-Moldo-Walla-chian
kingdom arise on the Austro
Hungarian borders. Accordingly the
idcaLwas-dropned, neither of the im
plicated parties being sufficiently in
terested in its realization. Thereupon
the Roumanian government, seeing
that no other advantage w;is to be
derived by it from Russian "friend
ship" except the blessings of a mili
tary occupation, began cautiously and
with great hesitation to execute a
change of front, keeping one eye ben
evolently and submissively fixed on
St. Petersburg, but winking with the
other eye in a knowing way in the
direction of Vienna.
Put a second bitter disappointment
awaited the astute Roumanian diplo
matist. Acting upon the supposition
that a little scandal about Russia might
not be entirely disagreeable to the
Aiist.rin.ns. the Roumanian Charge

d'AJFaircs at Vienna was directed to
represent in a most cautious way to
the Austrian government that Rouma
nia was reluctantly yielding to supe
rior force, and that she was ready to
act upon any suggestion the Imperial
Austrian government might be inclined
to give as to further proceedings.
The manner in which (his diplomatic
communication was made to and re
ceived by Count Andrassy is illustrated
by an anecdote which is now current
in the highest social circles of Vienna,
and which is too good not to be true.
In the first days of July the Rouma
nian Charge d'Affaires made his ap.
pearance at Count Andrassy's office
with a voluminous file of official docu
ments under his arm. Vt'ith an astute
and suggestive smile he informed the
Magyar Count (as Andrassy is nick
named at Vienna) that he was empow
ered bv his sovernment neither to
read nor to leave a copy of those docu
ments, but simply to "forget" them in
his arm-chair. Having said this the
Roumanian diplomist took his leave,
actually "forgetting" the aforesaid
documents. Returning the next day,
he asked Count Andrassy if he had
taken advantage of his culpable absence
of mind.
"No, indeed," replied the impene
trable Count; I, too, forgot all about
it. But yesterday, after your visit,
the Secretary of the Russian Embassy
came to see me, and as I was for the
moment engaged I gave him your pa
pers to look over. Ho pronounced

may be easily imagined, for these fatal
documents contained nothing more
nor less than reports from Roumanian
officials about the reluctance with
which the presence of the Russian
troops in the principalities was tolera
ted by the population!
Thus with all its astute and farsee
ing policy poor Roumauia runs a great
risk of sharing the fate of all who play
a double game. If Turkey is crushed
by Russia Roumania will find itself in
imminent danger of being stifled by
the surrounding Salvonian races, tend
ing to unite. If Russia is defeated
the small principality will fall back
into its past insignificance, with the
far from comfortable prospects of a
possible Turkish revenge in the future.
Roumania is but a leaf in the storm,
caught by the whirlwind and borne
away irresistibly, despite all its des
perate efforts to control its own course.
-Professor David Swing does not
believe in boys furtively playing cards
in the woodshed, or behind locked
doors, but thinks that the father of
the family should put up a card table
in the sitting room and take a hand at
whist with th em. 'Each home should
have its games as regularly as its food
or sleep."

ing about a hundred of the ingenuous
youth of Philadelphia at a charge of
twenty-five cents a head or rather an
arm. As the artist chewed tobacco,
and had an ulcerated mouth, and
mixed his colors with saliva, the con
sequence was that almost all his cus
tomers were inoculated more or less
severely with a painful and loathsome
disease.

know full well that it is apt to be de
tected, then it savs the Astorian

from reliable sources. This despica
bleness, upon the part of that fraud
upon journalism in Oregon, is begin
ning to be noticed.

The Xew York Sun has a strong
and just article on the practice grow
ing amomg army officers of simply
signing only their surnames to tele
grams. It is, as the Sun justly says,
an aping of the manners of the Eur
opean aristocracy and should not be
tolerated by the de facto secretary of
war. The Sun does not set forth that
the practice is evidence of a desire to
erect a fraudulent military aristoc
racy on the ruins of the American re
public, and that the sentinels on the
watch towers of freedom should at
once sound the tocsin of alarm. That
ho we er, is the fact. The Sun is alto
gether too lenient in simply calling
the practice "conduct unbecoming an
officer and a gentleman," for which
the only punishment is dismissal.
The man who deliberately signs his
surname only to a dispatch should be
torn to pieces by wild buffaloes, though
exception might be made in favor of
the young and thoughtless who have
been led into this vice by the example
of their superiors, and not by deliber
ate villainy, and also of officers who
are in a hurry. Reduce the army to
two men icith wooden legs.
