In that relatively short span, the smartphone has managed to become an in- tegral part of teenagers’ daily lives, impacting them during what experts agree is a crucial time of social and mental development. As principal of Siuslaw Middle School, Andy Ma- rohl says he has seen first-hand the increasing need for communities to have a dialogue about what it’s like for students living in the digital age, and provid- ing them with an understanding of what it means to be good “digital citizens.” “The devices have become part of our lives and are powerful tools that can do a lot of good,” says Marohl. See SCREENAGERS page 8A Port considers commercial vessel designations By Mark Brennan Siuslaw News INSIDE The Port of Siuslaw Board of Commissioners met Wednesday for its monthly meeting. Two items dis- cussed will impact recreational and commercial an- glers that dock on a long-term basis at the port. The first of these was the end result of a review to determine the appropriate wording to be included in contracts with potential renters. The commissioners voted unanimously to accept staff recommendations to change the definition of a “commercial vessel” for the purposes of clarifying rental rates for long term slip rentals. The resolution, 9-19-18a, was passed with the intent of increas- ing lost revenue due to a misuse of designation. It amends a prior resolution, 3-15-17a. Previously to this week, any vessel that was over 50 years old was allowed to claim a cost decrease as a “commercial” vessel primarily because it was con- sidered an historical craft. These old vessels were then eligible to receive a re- duced rental rate for their moorage slip. On Friday morning, members of Florence Elks Lodge #1858 held a ceremony to acknowledge prisoners of war (POW) and missing in action (MIA) personnel and the sacrifices made by servicemen and their families when a loved one is lost in an overseas con- flict. At 2 p.m., veterans’ groups American Legion Post 59, Veterans of Foreign Wars Post 3232 and The Band of Brothers held a ceremony at Veteran’s Memorial Park on Bay Street in Historic Old Town Florence. POW/MIA recognition is observed on the third Friday in September each year. This obser- vance is one of six days throughout the year that U.S. Congress has mandated the flying of the National League of Families’ POW/MIA flag. The oth- ers are Armed Forces Day, Memorial Day, Flag Day, Independence Day and Veterans Day. FEMA holds Coastal Floodplain Map forum Federal agency works with Florence, Lane County & Oregon to mitigate flood hazards By Mark Brennan Siuslaw News The mission of the Federal Emer- gency Management Agency (FEMA) is to reduce loss of life and damage to property, and to protect American institutions from all hazards. One el- ement of this over-arching strategy is to lead and support areas in dan- ger of flooding in a comprehensive, risk-based emergency management program of mitigation, preparedness, response and recovery. A2 THIS WEEK ’ S Dozens of property owners, devel- opers and real estate investors attended a FEMA presentation Tuesday at the Florence Events Center to receive the latest information on the agency’s work with local and county employees to up- date the area’s coastal floodplain maps. The presentation given was primari- ly to roll out the results from the feder- al government’s Risk Mapping, Assess- ments and Planning (MAP) Program. The program is designed to include new information in order to update all maps and property that include low- lying areas at risk for flooding.
